    Alternative Media and the Securitization of Climate Change in Turkey

    Studies on securitization dynamics in a growing number of sectors have been conducted including securitization of climate change. However a relatively understudied agent of securitization is media. In the proposed analysis we study Turkey’s media framing of climate change and whether and how it relates to the framings of security in general to acquire in-depth understanding of the role national media plays in securitization of climate change. Along with alternative online media outlet Bianet mainstream outlets (Sabah Sözcü Hürriyet Milliyet) are analyzed. This article addresses the following main research question: How do the mainstream and alternative media frame climate change in the Turkish context? In order to answer this question it adopts content analysis to analyze selected frames on climate change–related news utilized in Turkish media. Data have been collected and coded for three periods: first the period of September–December 2007 when climate change was high on the global agenda. Second January 1 to March 25 2015 which was the period before the Pew survey began. Third we have collected data for October 1 to November 4 2015 which is the period just before the United Nations Paris Agreement on Climate Change was signed. We find alternative media’s potential to serve as “alternative public sphere” by voicing the unspoken in public debate on climate change. © 2019 Elsevier B.V. All rights reserved.

    Contending narratives on the sustainability of nuclear energy in Turkey

    Sustainable development recently topped the universal agenda again when the United Nations adopted its Sustainable Development Goals on 25 September 2015. Yet since the 1990s the concept has prompted different actors to reformulate their relations with the environment in line with different narratives on the concept. This inherent contradiction becomes all the more salient during sustainable development debates on nuclear which has often been dominated by the expert-oriented politics prioritizing carbon-free economic growth by post-politicizing the issue at stake. In this light the main objective of this paper is to contribute to nuclear related literature stressing on broader conceptions of sustainability by going beyond those techno-economic discussions. Hinging on the multi-faceted nature of Turkey's nuclear energy debate this paper argues that multitude of state and non-state discourse coalitions (i.e. nuclear advocacy nuclear opposition and ambivalent) has constructed sustainability of nuclear differently through their narratives. To substantiate its argument through a narrative analysis this paper examines competing narratives over nuclear energy's economic environmental and societal impacts in Turkey. The findings have challenged pro-nuclear techno-economic discourse coalition's attempt to post-politicize Turkish nuclear debate by revealing complex and multi-faceted nature of the debate.

    Framing environmental debates over nuclear energy in Turkey's polarized media system

    ‘The age of sustainable development’ has been characterized by an on-going debate over how to define development and which alternative energy resources to rely upon. It is high time to rethink the news media's role in this debate due to transformations in journalism particularly the role of the media in harnessing the sustainable energy transition. Accordingly this paper examines the role of the news media in environmental debates over Turkey's nuclear program within the country's polarized media system. Adopting a content analysis method the paper illuminates how selected media outlets (three mainstream and one online alternative) have framed and disseminated debates over Turkey's nuclear program. The findings reveal that the media system matters in public debates on energy but also that the alternative media have the potential to contribute to societal debates on issues–even within a polarized media setting–by voicing unspoken ideas. © 2021 Elsevier B.V.     Global Fault Lines and Turkey's Regional Integration Policies: A Political-Economic Model Suggestion

    The main objective of this study is to measure prospects for Turkey's regionalization efforts in its immediate geography with various political economic fault lines. For this purpose it has proposed an interacting two-legged-political (establishment of stable peace) and economic (interdependence)-regionalization/integration model. In the framework of our model it comparatively analyzes Turkey's regionalization moves such as the EU the Economic Cooperation Organization (ECO) and the Black Sea Economic Cooperation (BSEC) countries. Considering levels of political-economic relations with those groupings it concludes that without presence of solid political ground of regional stable peace none of Turkey's regionalization moves do have any prospects to reach advanced stages of integration/regionalization.

    Islamically oriented humanitarian NGOs in Turkey: AKP foreign policy parallelism

    This paper aims to contribute to the growing Foreign Policy Analysis literature by focusing on the role of non-state actors in foreign policy implementation. Special attention is paid to the case of Turkey which has emerged as a humanitarian state' in the last decade. In Turkey relatively new Islamically oriented humanitarian NGOs (HNGOs) have been providing ever-increasing amounts of humanitarian aid throughout the former Ottoman lands including the Middle East and Africa. Employing a constructivist-realist perspective this paper asserts that a parallelism' if not a complementarity exists between Turkey's Islamically oriented HNGO discourse and practice and AKP foreign policy implementation process. Based on primary qualitative data acquired from interviews this study has identified various degrees of parallelism between the two calling into question the status of these HNGOs as purportedly non-governmental entities.

    Kriz sırasında Instagram'da siyasi kutuplaşma: 6 Şubat 2023 depremlerinin Türk haber medyasında çerçevelenmesi

    Siyasi olarak kutuplaşmış toplumlarda (sosyal) medya kuruluşlarının sahiplik yapıları zamanla toplumdaki siyasi kutuplaşma ile paralellik göstermektedir. Sonuç olarak medya kuruluşları, ait oldukları kampların siyasi duruşlarına paralel olarak çıktılarını yayımlamaktadır. Bu bakımdan, 20 yılı aşkın süredir popülist Cumhurbaşkanı Erdoğan tarafından yönetilen melez-demokratik rejimiyle Türkiye, kutuplaşmış bir siyasi ortamın, felaket niteliğinde bir olay sırasında sosyal medya ortamını nasıl etkileyebileceğini incelemek için ders kitabı niteliğinde bir örnek teşkil ediyor. Araştırma, 'Siyasi kutuplaşma kriz zamanlarında sosyal medya aktörleri tarafından popülist iletişimini nasıl etkiliyor?' sorusunu sorarak, kutuplaşmış bir siyasi ortamın felaket niteliğinde bir olay sırasında sosyal medya ortamını nasıl etkileyebileceğini keşfetmeyi amaçlıyor. Bu amaçla araştırmada haber kuruluşlarının, paylaşımlarını basın- parti paralellikleri doğrultusunda şekillendireceğine ilişkin dört farklı varsayım bulunmaktadır. Bu doğrultuda 6 Şubat 2023 tarihinde Kahramanmaraş merkezli depremlerin ardından; ana akım medyanın (örn. Hürriyet, Sabah ve Sözcü) ve alternatif medyanın (örn. BİA) Instagram'da paylaşımlarını nasıl paylaştıklarını ve popülist söylem ve görselleri ayırt etmek amacıyla eleştirel söylem analizi yöntemiyle inceleniyor. Böylece kutuplaşmış popülizmin liberal demokrasi ile ilişkisinin kriz anındaki tepkimesi, Türkiye bağlamı üzerinden gözlemlenebilmiştir.

    Linkage Theory and Autocratic Regime-Survival Strategies in a Post-Liberal Order: The Case of Authoritarian Middle Power Turkey (2013-2022)

    At a time of authoritarian drift in many parts of the world characterizing a post-liberal order this paper aims to contribute emerging literature on how domestic and international factors interact in shaping the foreign policy preferences of middle powers in this new epoch. Hinging on a synthesis of linkage and regime survival theories the article argues that as the 'inner-directed linkage' of the West to those authoritarian regimes weakens those regimes' 'outer-directed linkage' with emerging Asian authoritarian centres strengthens. Having been ruled for more than 20 years by authoritarian leader Erdogan of the JDP (Justice and Development Party) Turkey is an interesting case as an authoritarian middle power with its incrementally intensifying ties with Russia and China. Drawing on the Erdogan regime's statements and acts departing from the liberal order especially after the Gezi Park protests in 2013 and the failed coup attempt in 2016 the article concludes that Turkey has recalibrated its domestic and foreign policy replacing its Europhilism with Eurasianism as a part of his regime survival strategy.

    Mediated public diplomacy and peace journalism: International public news agencies on the Syrian crisis

    As the liberal international order has been falling the heteropolar order coupled with politics of uncertainty has been rising. In this context illiberal regimes of status-seeking powers have realized the value of public diplomacy to promulgate their versions of the “reality.” Those illiberal regimes’ adoption of public diplomacy tools (incl. international public news agencies) has generated discussions on theoretical and practical approaches to the field at the intersection of political science/international relations media and communication studies. Against this backdrop this paper aims to contribute to the emerging literature on public diplomacy of non-Western illiberal democracies. With the assumption that those regimes' illiberal democratic characteristics will be reflected in their public agencies' coverage styles (e.g. monologic conflictive and unbalanced) the article raises the following question: How do illiberal democracies utilize international public agencies as public diplomacy channels? To answer this question it compares framing strategies (peace/war journalism) of the Russian TASS and the Turkish Anatolian Agency public agencies during the Syrian crisis. The findings reveal that those illiberal regimes’ public agencies have reported the crisis as a state-centric monolog in conflict with the West by distrupting the global public good (i.e. peace). © 2024 Elsevier B.V.     Neoliberal kalkınmacılığın gölgesinde dekarbonizasyon: Türkiye'nin kömür sektörü örneği

    The Paris Agreement, signed in 2015, was approved by the Turkish Grand National Assembly (TBMM) on November 10, 2021, after a delay of 6 years. Finally, Turkey has become a party to this Agreement. The Agreement's main objective is undoubtedly to combat climate change and, in parallel, to reduce carbon emissions. It aimed to limit the global temperature change to 1.5 degrees by the end of this century. Paris Agreement has paved the way for a progressive transformation from carbon-intensive sources to clean, renewable energy. The International Energy Agency's (2021a) road map for the exit from carbon has emphasized that policy revisions should be made in various fields at the national and international levels. In addition, a green economy has taken its place on the agenda with the Green Deal being enforced by the European Union. This process paid particular attention to the role of national governments and their policy priorities. In this context, some countries undertaking the decarbonization process are determining their commitments and policies in parallel with international agreements. On the other hand, other countries have made less progress than others. Turkey, defined as a developing country, has taken various steps and has adopted action plans in line with international climate agreements. For instance, Turkey's National Renewable Energy Action Plan (2014) supports this agenda. Likewise, targets for renewable energy have been specified with a focus on sustainability in development plans (Eleventh National Development Plan, 2019). However, carbon emission rates have increased since 1990. While developments regarding the fight against global climate change and the transition to renewable energy continue, the dependence on fossil fuels continues, and a clear roadmap has not been established. Turkey, a developing economy with increasing energy demands, has found its solution in energy imports. In 2020, the country became a net importer of energy with a rate of 70.0% (IEA, 2021b). At that time, this situation concerned energy security. Reducing the effects of climate change, being a part of the international trend, and showing the adverse results of fossil fuels are all significant themes in the discussion of Turkey's decarbonization process. This study, as mentioned above, endeavors to answer the question of why it is that especially developing countries have shown limited progress in the decarbonization process by analyzing the Turkish case at the national level. In light of the background above, the main argument of this thesis is that the reason Turkey has not made sufficient progress is because of the neoliberal developmental model it has adopted. This economical approach prioritizes rapid growth which is carbon intensive and has left environmental and renewable energy policies in the background. The study examines Turkey's dependency on fossil fuels to support this argument. Data was collected from financial reports and statistics on the adverse economic effects of coal and national plans, which highlight various incentives for the coal industry. According to this analysis using qualitative and quantitative research data, the neoliberal developmentalist approach shows a negative correlation and contradictions between economic, environmental, and renewable energy policies. The resulting recommendation of this analysis is to change the status quo by adapting the current growth model into a greener capitalist development model. As a result, Turkey will be compatible with Paris targets by reducing its dependence on fossil fuels and, most significantly, gradually phasing out coal. For this reason, it has been concluded that it will be possible to change this course through the evolution of Turkey's growth model to a greener capitalist development model.     Political agency of news outlets in a polarized media system: Framing the corruption probe in Turkey

    This article aims to determine the stances of media outlets during crises in a polarized media system such as Turkey. Adopting a content analysis methodology this article analyses the framing strategies of three national newspapers affiliated with certain sociopolitical camps (namely the pro-government Sabah the anti-government Kemalist Sozcu and the pro-Gulen Zaman) to observe possible similarities/differences during the critical 17 December corruption probe. The findings not only confirm earlier studies on press-party' parallelism but also reveal press-sociopolitical camp parallelism' in Turkey's polarized media system.

    Teaching Europe and the Middle East at universities in Turkey

    In parallel with the increasingly complex multidimensional and multilayered features of International Relations (IR) the importance of IR departments and their curricula has also gained importance worldwide. In this regard Turkey has not been free of these developments in particular due to its geopolitical location at the intersection of Europe and the Middle East. The end of the Cold War precipitated various chain reactions in Turkey’s immediate neighbourhood. In this context the country has begun to adopt new activism in the Middle East and intensified its EU accession process. Hence it has become imperative for Turkish higher education to increase the diversification of courses on regional studies in IR departments in such a fashion as to reveal the changing nature of IR and Turkey’s new engagements. Against this background this chapter explores the curricular practices of teaching courses on Europe and the Middle East based on a research sample obtained from the IR departments of the top fifty universities in Turkey. By analysing the syllabi of European and Middle East courses it addresses the question of how Turkish ‘exceptionalism’ and ‘liminality’ features that characterise Turkish foreign policy are reflected in the teaching in IR departments. © 2023 Elsevier B.V.     Turkey’s Green Economic Transformation and Energy Efficiency of Buildings in İzmir

    In today's globalized world, challenges such as energy crises, pandemics, and climate change underscore the vital role of energy at both state and individual levels. The European Union (EU) has emerged as a key actor, actively shaping energy policies, and implementing significant measures for enhanced energy efficiency. Green Deal, as part of the green transformation agenda, focuses on promoting environmentally friendly investments, adoption of green technology, and ensuring a sustainable, affordable, and secure energy supply. This strategic framework aligns with the EU's commitment to leadership and guidance in green transformation, influencing regulations within member states. Specific targets within the construction sector highlight the sector's significance as a primary energy consumer. There are specific targets regarding green transformation policies in the construction sector. (Official Website of the European Commission). The rapid green transformation efforts of influential states, both within the EU and globally, contribute to advancing these goals. The EU's advocacy for green transformation extends beyond its borders, influencing partner countries like Turkey. Turkey has recently made some moves toward renewable energy and supported initiatives in this area. In this sense, Turkey adopted the 'Green Deal Action Plan' in the light of the circular published in the Official Gazette dated 16 July 2021 and numbered 31543 in order to protect competition, keep up with the economic order of Turkey and the EU customs relations and adapt to the targeted green policies. (Official Website of Ministry of Commerce of the Republic of Turkey, n.d.) Within the framework of the European Green Deal in Turkey, the primary focus for transformation lies in the construction sector, encompassing all related domains. A key objective under the Green Deal is the enhancing energy efficiency in buildings. The emergence of path dependency occurs when institutions fail to adapt to the transformation due to past choices. This dependency in Turkey is attributed to deficiencies in law and infrastructure, coupled with a lack of promotion, lack of informative experts in the relevant field, cost, demand, and low purchasing power, resulting in process-related delays. Even if there is potential support as niche ideas within the economic, political, cultural, and legal boundaries set by the state, contributions to the transformation may still be constrained by historical continuities. Constructors tend to prioritize actions that serve their own interests within the limits established by the government. Regarding the context mentioned earlier, this thesis hypotheses that the socio-technical regime's inertia demonstrates a path dependency that hinders change and impedes the private sector from innovating energy-efficient niches which would develop and spread to the market for energy-efficient buildings. Implementing the Green Deal outside the union has proven inadequate, primarily due to the potential path dependency resulting from past choices made by states. This dependency has the potential to diminish the effectiveness of the EU's green transformation efforts beyond its borders. Challenges such as the lack of infrastructure, high costs, limited purchasing power, and insufficient demand contribute to a lack of insulation in the implementation process. Furthermore, the absence of promotion and demand hampers the disbursement of EU grants on the subject to authorized entities. Examining the case of Izmir, these factors collectively contribute to the formation and perpetuation of path dependency, causing delays in the green transformation process within Turkey's construction sector. Consequently, breaking this path dependency becomes imperative to achieve energy efficiency. The EU, as an exogenous factor, has not exerted sufficient influence, and the absence of niche prevalence has further contributed to the persistence of path dependency in this context.

    When a polarized media system meets a pandemic: Framing the political discord over COVID-19 aid campaigns in Turkey

    How do polarized media systems respond to political discord during a global health crisis in a competitive authoritarian regime? This study focuses on Turkey as an exemplary case and explores the news coverage of the political dissension between the incumbent Justice and Development Party (AKP) and the main opposition Republican People’s Party (CHP) regarding the COVID-19 aid campaigns. The study uses a quantitative content analysis to analyze populist frames and investigate the polarization of the mainstream media (the pro-government outlets Sabah and Hürriyet the opposition Sözcü and Cumhuriyet) public broadcasting (TRT) and the alternative media (Bianet). The results from 1 143 news stories show that the selected Turkish media outlets adopted differing (populist) framing strategies and source adoptions to propagate their affiliated political actor/socio-political camp’s discourses. While the public broadcasting outlet TRT did not serve as an exception in this partisan media landscape the alternative media outlet Bianet adopted a balanced stance in its coverage of the COVID-19 aid campaign issue. The findings reveal that the news outlets’ coverage was in line with political party ideologies and the polarization of the media during the pandemic tracks the earlier patterns of political dissensions in Turkey. © 2021 Elsevier B.V.     Bu tez, '2018-2024 yılları arasında Cumhurbaşkanı Recep Tayyip Erdoğan'ın söylemlerinde inşa edildiği şekliyle Türkiye'nin yeni ortaya çıkan çok kutuplu dünya düzenine ilişkin algısı, Rusya'ya yönelik davranışını nasıl etkiler?' araştırma sorusunu araştırmaktadır. Tez, yapılandırmacı bir teorik yaklaşım benimsemekte ve Recep Tayyip Erdoğan'ın resmi konuşmalarını incelemek için nitel tematik analiz ve söylem analizi kullanmaktadır. Tematik analiz dört temayı ortaya koymuştur: enerji iş birliği, Suriye, Rusya-Ukrayna Savaşı ve NATO. Her tema altında, analiz sırasında üç söylemsel örüntü de ortaya çıkarılmıştır. Bu örüntüler, stratejik ortak olarak Rusya, stratejik risk olarak Rusya ve Batı'ya karşı stratejik bir dengeleme olarak Rusya'dır. Bulgular, Erdoğan'ın söyleminin Türkiye kimliğini, Batı ile Batı dışı aktörler arasında manevra yapan egemen ve özerk bir orta güç olarak nasıl inşa ettiğinin daha iyi anlaşılmasına yardımcı olmaktadır. Rusya, stratejik bir ortak ve Batı düzenine karşı gerekli bir denge unsuru olarak tasvir edilmektedir. Türkiye'nin stratejik manevra kabiliyeti, Türkiye'ye enerji ve savunma alanlarında Rusya ile iş birliği yapma imkânı verirken, görüş ayrılıklarının ortaya çıktığı stratejik bir belirsizliği de korumaktadır. Analiz ayrıca, Erdoğan'ın söylemlerinin yalnızca tepkiler değil, aynı zamanda Türkiye'nin davranışlarını etkileyen inşalar da olabileceğini öne sürmektedir. Bu tez, Erdoğan'ın söylemlerinde Türkiye'yi nasıl temsil ettiğini incelemektedir. 'Teorik olarak, bu tez sistematik bir değişim bağlamında orta güç davranışlarına dair yapılandırmacı bir anlayış geliştirmeyi amaçlamaktadır.' Çalışma tek bir aktör-lider üzerine odaklanmakta; incelenecek karşılaştırılabilir bir veri seti sunmamakta ve söz konusu aktörün bakış açısıyla sınırlıdır. Gelecekteki araştırmalar, Rusya lideri Vladimir Putin'in söylemlerini karşılaştırmalı bir analizle inceleyerek benzerlikleri ve farklılıkları tespit edebilir, böylece Türkiye'nin davranışlarının ardındaki nedenleri ve bir orta gücün davranışının sistematik bir değişim içinde nasıl şekillendiğini daha iyi anlayabilir.
