    Development of public relations in a country is highly related to the understanding of the importance of public relations functions by the public administrators of that country. This thesis aims to analyze the perceptions of Northern Iraq's public employees on the public relations functions, and to evaluate the present status of public relations in Northern Iraq. Towards this aim, literature on public relations in public administration is examined in details, and the experiences of Iraqi and Northern Iraqi bureaucracies are evaluated in connection with public crisis communication, right of information, public opinion and public diplomacy concepts. A survey of 391 public employees from Sulaymaniyah, Erbil and Dohuk is conducted in order to analyze Northern Iraq public employees' perceptions on several public relations functions. Findings revealed that Northern Iraq public employees have generally positive perceptions on public relations. However, due to the regional status of Northern Iraq and its problems with the central Iraqi Government, the employees perceived that certain public relations functions couldn't be performed at a desirable level. Within this context, it is contented that more professionally educated personnel, better budgetary resources and technical infrastructure will offer better possibilities of public relations functions.
