    Cultural assets are all movable and immovable underground or under water and related to science, culture, religion and fine art that have been subject to social life in prehistoric or historical periods and they are on-ground assets of scientific and cultural value that belong to prehistoric and historical periods. Natural assets are underground or under water which must be protected because of their rare existance ,beauty and properties that belong to geological,prehistoric and historical periods. Protected area; It is the product of various civilizations that date from the beginning of history. Archeological Site ; is the product of various civilizations that date from the beginning of history. City and city residences reflecting the social, economic, architectural and similar characteristics of the periods they lived has been the subject of social life in which cultural assets are concentrated or the places where important historical events are experienced and the properties of nature that have been determined and are necessary to be protected. The concept that collects these three definitions under a topic is concept of protection. The emergence of the concept of protection has begun by trying to protect monumental and religious structures with various practices , as it has been throughout history. Protection is the process of enough endeavouring about all kinds of economic, physical (technical), social and scientific to transfer the nature or cultural assets to future generations. In order to protect what they have and to prolong their life, people were in the effort to get the most yield throughout history. For this reason, the efforts of people to protect what they have are the basis of their protection activitie Each piece of immovable cultural assets is an essential element to be kept alive and evaluated in the protected environment we live in regardless of its location or quality. However, in parallel with the rapid economic growth and globalization processes that have been experienced in our country for the past 30 years, the zoning case is at the forefront in our cities that are undergoing a rapid change process, and the protection case is also pushed to the background. While processes such as the construction of coasts, metropolitanization and opening up to the earth revitalize economic growth, efforts to share the profits generated are creating problems for the protection of immovable cultural assets. In addition to this transformation in our cities, many other reasons, such as ignorance, unconsciousness, economic concerns, resource shortage, cause immovable cultural assets to be damaged or irreversibly destroyed or even destroyed. On the other hand, the lack of protection politics causes our cultural heritage to be used carelessly and uncontrollably, abandoned if it is not used, destroyed unconsciously or consciously by means of zoning practices. The study I have done consists of three main sections and several sub-headings. According to this; In the first part of my study, the concepts are explained in detail; The historical process in protective awareness and legislation has been examined both in the west and in our country along with the subheadings of legal resources within the framework of laws and regulations.Furthermore, both national and international law sources has been examined about protection of cultural and natural assets. In the second part, conservation of protected areas and historical circles are evaluated within the framework of central and local administrations. The functions of Civil Society Organizations, which are competent in the protection of the administrative units, are explained in a comprehensive manner. In the third chapter; In addition to the protection of archaeological sites, the procedures for their identification have been discussed in detail and the expropriation has been taken into consideration in archaeological sites. While preparing this study, master and doctoral dissertations on similar topics were examined. The site, archaeological site, cultural and natural assets, and many written sources written in the area of protection have benefited. In addition to these resources, the legislative laws, regulations, principles and international agreements that determine the principles of protection and use of archaeological sites are also emphasized.
