    Linkage Theory and Autocratic Regime-Survival Strategies in a Post-Liberal Order: The Case of Authoritarian Middle Power Turkey (2013-2022)

    At a time of authoritarian drift in many parts of the world characterizing a post-liberal order this paper aims to contribute emerging literature on how domestic and international factors interact in shaping the foreign policy preferences of middle powers in this new epoch. Hinging on a synthesis of linkage and regime survival theories the article argues that as the 'inner-directed linkage' of the West to those authoritarian regimes weakens those regimes' 'outer-directed linkage' with emerging Asian authoritarian centres strengthens. Having been ruled for more than 20 years by authoritarian leader Erdogan of the JDP (Justice and Development Party) Turkey is an interesting case as an authoritarian middle power with its incrementally intensifying ties with Russia and China. Drawing on the Erdogan regime's statements and acts departing from the liberal order especially after the Gezi Park protests in 2013 and the failed coup attempt in 2016 the article concludes that Turkey has recalibrated its domestic and foreign policy replacing its Europhilism with Eurasianism as a part of his regime survival strategy.

    Teaching Europe and the Middle East at universities in Turkey

    In parallel with the increasingly complex multidimensional and multilayered features of International Relations (IR) the importance of IR departments and their curricula has also gained importance worldwide. In this regard Turkey has not been free of these developments in particular due to its geopolitical location at the intersection of Europe and the Middle East. The end of the Cold War precipitated various chain reactions in Turkey’s immediate neighbourhood. In this context the country has begun to adopt new activism in the Middle East and intensified its EU accession process. Hence it has become imperative for Turkish higher education to increase the diversification of courses on regional studies in IR departments in such a fashion as to reveal the changing nature of IR and Turkey’s new engagements. Against this background this chapter explores the curricular practices of teaching courses on Europe and the Middle East based on a research sample obtained from the IR departments of the top fifty universities in Turkey. By analysing the syllabi of European and Middle East courses it addresses the question of how Turkish ‘exceptionalism’ and ‘liminality’ features that characterise Turkish foreign policy are reflected in the teaching in IR departments. © 2023 Elsevier B.V.     The Europeanization of Turkey: Polity and politics

    Given the recent inertia in EU-Turkey relations in the midst of regional economic and political upheavals Europeanization of Turkey takes a step back from the latest headlines to provide a comprehensive stocktaking of EU-inspired reform efforts in Turkey with an eye to understanding how effective or ineffective EU conditionality has been in making Turkey's key political institutions actors and culture more compatible with European norms. In addition to contributing to the theoretical literature on the differential effects of Europeanization on the domestic realm this volume also expands the existing scope of research to include questions of how socialization through the accession process operates under high levels of uncertainty about the attainability of European Union membership. Applying a uniform analytical framework and the methodology of process tracing the authors in this volume assess the nature and degree of change that has occurred in various dimensions of Turkish domestic polity and politics in the context of Turkey's post-1999 EU accession. Engaging with important practical issues such as whether potential membership in the EU has brought about positive change in which areas this change is manifest and how significant this change has been this book is an essential resource for students scholars and researchers seeking to understand contemporary relations between the EU and Turkey. © 2015 Elsevier B.V.     The meta-geography of the Middle East and North Africa in Turkey's new geopolitical imagination

    This article critically analyses Turkish security discourses connected to the meta-geography of the Broader Middle East and North Africa (BMENA) before and after the developments of the Arab Spring. A critical geopolitics approach and critical security theories in international relations provide the theoretical framework as security discourses are considered to be a product of geopolitical imaginations and codes that in turn shape the making of foreign and security policies. First the article examines the invention of BMENA as a meta-geography within Turkey's new geopolitical imagination as well as the new geopolitical codes underlying the new security discourses. Then the article assesses the impact of the Arab Spring which led to major changes in Turkey's newly established geopolitical codes formulated in the pre-Arab Spring period and analyses the ruptures and continuities in Turkey's security discourses in the light of those developments. Finally the article concludes that the Arab Spring especially the Syrian crisis shifted the focus of Turkey's foreign policy in BMENA from cooperation to conflict. This has led to a resecuritization of Turkey's geopolitical codes discourses and security practices in the region revealing the limitation of Turkey's current geopolitical imagination.

    Turkey's June 2011 Parliamentary Elections

    The parliamentary elections in Turkey were held on 12 June 2011. The elections marked an important turning point as the Justice and Development Party (AKP) became the winner for the third time and with a higher vote 49.9 per cent. The Republican People's Party (CHP) and the ethnically oriented Peace and Democracy Party (BDP) increased their votes to 25.9 and 6.65 per cent respectively while the Nationalist Action Party (MHP) obtained 12.9 per cent of the votes. The new parliament is highly representative with 95 per cent of the voters being represented. This raised hopes about the drafting of a new constitution based on broad consensus. However the enduring polarization of secular and religious groups coupled with the obstructive attitude of Turkish and Kurdish nationalists render this reformist undertaking difficult.

    Turkey’s Relations with the EU from a Critical Perspective: From Europhilism to Anti-Europeanism (2002–2021)

    European Union (EU)-Turkey relations have been going through a period of crisis since the opening of the accession negotiations with Turkey on 3 October 2005. Although there has long been a pattern of ups and downs in the development of these relations their current as well as future status maintains great ambiguity. Since 2006 we see a new period in these relations characterised by mutual antipathy mirrored on both sides. In this process Turkey’s accession process to the EU has become a very important tool on both sides in constructing de-constructing and re-constructing their identities. Populism has not only increasingly shaped foreign policy choices on both sides but it has also created a mutual reproduction of Self and Other. The speeches of political elites are important indicators of how these identities have been under constant construction. While the EU has become Turco-sceptic since 2006 Turkey has also become increasingly resentful and Euro-sceptic. This Euro-scepticism has most recently turned into anti-Europeanism as a tool to garner votes. In this context this chapter aims to elaborate on the question of how post-2006 developments have led to in the changing nature of Turkish foreign policy towards the EU. As the discourses of political elites are considered as projections of power the speeches of President Recep Tayyip Erdoğan will be analysed during this period to reveal how Turkish foreign policy has become characterised by an anti-European stance. © 2025 Elsevier B.V.
