Determining the Social and Financial Costs of Dangerous Waste Management Problems in Turkey

Abstract

Tüm dünyada olduğu gibi ülkemizde de teknolojik gelişmeler ve sanayileşme ile paralel olarak yaşanan hızlı kentleşme ve nüfus artışı, insan faaliyetlerinin çevre üzerindeki baskısını hızla artırmaktadır. Bu süreçte üretim, pazarlama ve lojistik faaliyetlerindeki genişleme, doğal kaynakların daha yoğun kullanımını kaçınılmaz kılarken, sürekli artan tüketim eğilimi ile birlikte oluşan atıklar da, hem miktar ve hem de zararlı içerikleri nedeniyle çevre ve insan sağlığını tehdit eder boyutlara ulaşmıştır. Bu nedenle bu tezin konusu Türkiye'de tehlikeli atık yönetimi sorunlarının Türkiye'ye getirdiği sosyal ve finansal maliyetinin tespit edilmesiydi. Amacı ise tehlikeli atık yönetiminin sosyal ve finansal maliyeti belirlenerek Türkiye'deki düzeyinin yarattığı sorunların saptanmasıydı. Hiç kuşku yok ki tezin önemi Türkiye'de son yıllarda olumlu yönde gelişme gösteren atık yönetimi problemlerinin sosyal ve finansal maliyetinin tespit edilerek sektördeki duyarlılığın arttırılmasıydı. Tezin yönetiminde birincil ve ikincil kaynaklar kullanıldı. Tezin bölümleri şunlardan oluştu; tehlikeli, zehirli atıklar ve yönetimi; Katı atıklardan doğan kirlilik ve atık yönetimi; biyogaz üretiminde kullanılan organik atıklar; endüstriyel atık su ve atık suyun yeniden kullanılması, yeşil lojistik vesaire. Para ve zaman tezin kısıtlı yanlarını oluşturdu. Bu tezin öğrencilere, ileride bu konuyla ilgili olarak yürütülecek araştırmalara ve ilgili bütün sektörlere atık konusunda yararlı olması umulmaktadır. As all over the world, the rapid urbanization and population increase was experienced in our country, in parallel with technological development and industrialization which enhanced the pressure of human activities over environment. During this process while the extension in production, marketing and logistics activities that make more intensive use of natural sources inevitable, the wastes forming through progressively increasing tendency toward consumption, due to both volume and hazardous contents, reached the levels that can threat environmental and human health. Therefore, the subject of this thesis was to 'Determine the social and financial costs caused by the dangerous waste management problems in Turkey'. Its aim was to identify the problems created by the level of dangerous waste management in Turkey, through determining its social and financial costs. Undoubtedly, the importance of the thesis was to increase responsiveness in the sector by establishing the social and financial costs of the waste management problems that demonstrated encouraging developments in Turkey in recent years. In thesis primary and secondary resources were used. The sections of the thesis comprised of the followings; dangerous and toxic wastes and management; management of contamination and wastes arising from solid wastes; organic wastes used in biogas production; industrial waste-waters and recovery of waste-waters,green logistics etc. Money and time were the limitations of this thesis. It is hoped that this thesis would be helpful for the studies to be carried out in the future and for relevant sectors in terms of waste disposal.
