The European Union's Governmentality of Climate-Induced Migration: A Need for Reconceptualisation

dc.description.abstract Climate change has been irreversibly increasing its impact on human migration. This issue calls for an inclusive protection framework worldwide. In this context one could expect the European Union (EU) a leading actor in global climate governance to pioneer a more holistic conceptual framework for climate migration. However the EU's rationality tends to portray a different picture in policymaking. This study conducts a content analysis of 62 selected legal and other acts between 2009 and 2024 to evaluate the EU's governmentality of climate migration. The use of climate change and migration-related concepts both separately and interrelatedly is analysed using MAXQDA through both quantitative and qualitative methodologies. The research theoretically benefits from Michel Foucault's governmentality perspective. It finds that the conceptualisation and human rights-based approach (HRBA) of the EU to climate-induced migration are notably limited in the documents. The EU's governmentality of climate-induced migration reveals itself as slow-moving policymaking. © 2025 Elsevier B.V. All rights reserved.

dc.description.sponsorship Within the framework of Decisions (No. 2017/1324; 2018/639 and 2018/467) related to the PRIMA, the challenges derived from climate‐induced migration are acknowledged, and a solution‐oriented narrative is adopted. Research and innovation initiatives are encouraged to identify appropriate resolutions for these challenges, which may further contribute to the comprehensive conceptualisation of the issue. Despite the acknowledgement and articulation of the adverse impacts of climate change on human populations, no approach has been identified that refers to the need for reconceptualising the legal status of climate‐induced migrants and displaced persons. As a research and innovation programme in the Mediterranean, funded by Horizon Europe and Horizon 2020, the PRIMA indicates that the EU's conceptualisation and HRBA regarding climate migration are significantly limited. The research‐based initiatives for populations vulnerable to water stress and food insecurity in the Mediterranean contribute to individuals' adaptation to climate change. However, specific research initiatives should be formulated to further promote the rights of climate‐induced migrants and displaced persons in the region. Moreover, the EC entities, including the Joint Research Centre and the Knowledge Centre for Migration and Demography, should integrate scientific insights and initiatives to fill the knowledge gaps in the field and establish a foundational framework for the protection of climate‐induced displaced persons (EC, n.d.‐b , n.d.‐c ).
