Censorship and Self-Censorship Research in Journalism in the Context of Freedom of Expression

Abstract

İfade özgürlüğü ve basın özgürlüğü kavramları çağdaş demokrasilerin vazgeçilmez birer unsurudur. Bu özgürlüklerin ileriye taşınabilmesi ancak basına sansür ve baskının olmadığı bir ortamda mümkündür. Öte yandan basının toplumları etkileme gücü de yadsınamaz bir gerçektir. Basının bu kamusal yönü ülkelerin yönetim biçimi, yargı sistemleri ve iktidarların siyasi gücü altında zaman zaman zarar görebilmektedir. Ülkemizde özellikle sansür, kapatma cezası ve tutuklamalar olarak ortaya çıkan bu zarar görme durumu, beraberinde otosansür kavramını da getirmektedir. Çalışma kapsamında ülkemizdeki gazetecilerin sansür ve otosansür hakkındaki görüşleri araştırılarak, ulusal çapta yayımlanan gazetelerde çalışan gazetecilere nitel araştırma tekniği çerçevesinde anket uygulanmıştır. Ayrıca çalışma kapsamında bir diğer nitel araştırma yöntemi derinlemesine mülakat yöntemi de uygulanarak Türkiye Gazeteciler Sendikası İzmir Şube Başkanı Halil Hüner'in konu hakkındaki görüşlerine yer verilmiştir. Çalışmada yer alan gazetecilerin sansür ve otosansür hakkındaki görüşlerine bakıldığında, her iki kavramın da Türkiye basınında yoğun olarak yaşandığı, bu durumun basının sahiplik yapısı ve yasal düzenlemelerle de ilintili olduğu ortaya konmuştur. The concepts of freedom of expression and freedom of the press are indispensable elements of contemporary democracies. Moving these freedoms forward is only possible in an environment where there is no censorship and pressure on the press. On the other hand, the power of the press to influence societies is an undeniable fact. This public aspect of the press may be damaged from time to time under the political power of the countries' governance, judicial systems and powers. In our country, this situation of harm, especially as censorship, closure penalty and arrests, brings with it the concept of self-censorship. Within the scope of the study, the opinions of journalists in our country about censorship and self-censorship were investigated and survey as a qualitative research technique were applied to journalists working in national newspapers. In addition, as another qualitative research method, in-depth interview method was applied and Halil Hüner's opinions related to this research were featured, who is the branch head of Turkey Journalists' Union in İzmir. In the framework of this study, it was found that both concepts are intensively seen in the press of Turkey, and this situation has also been shown to be related to the ownership structure and legal regulations of the press.
