Abstract
Bu çalışma sırasıyla Yeltsin, Medvedev ve Putin hükümetlerince ilan edilen güvenlik doktrinleri üzerinde yoğunlaşan betimsel bir araştırmadır. Ayrıca Rusya Federasyonu'nu kendisi için belirlemiş olduğu jeopolitik, felsefik, kimlik-yönlü ve normatif çıkarlarını ilan etmeye sevk eden şartlar ve unsurları da analiz etmeye çalışmaktadır. Çalışmanın kapsamı Soğuk Savaşın bitiminden günümüze değin olan gelişmelerle sınırlıdır. Çalışma Rusya'nın Soğuk Savaş sonrası dönemde izlemiş olduğu dış politikayı yönlendiren saikleri incelemek için neo-realist ve yapısalcı teorik yaklaşımlardan yararlanmaktadır. Çalışma Rus siyasal ve askeri elitinin Rusya'nın dünya siyaseti içindeki yerine, çıkarlarına, sorumluluklarına ve de her devletin benzer reaksiyonlar göstereceği dışsal gelişmelere dair kanaatlerinin günümüz Rus dış politikasının şekillenmesinde öncelikli rol oynadığı çıkarsamasından hareket etmektedir.
The study represents a descriptive research, focusing on security doctrines the subsequent Russian governments under Yeltsin, Medvedev and Putin proclaimed. It also aims at analyzing, the conditions and factors that motivated the Russia Federation to declare out the geopolitical, philosophical, identity-oriented and normative interests, stakes and responsibilities it tailored for itself in the forms of national security doctrines. The scope of the study has been delimited with the developments following the end of the Cold War up to today. The study borrows from the neo-realist and constructivist theoretical views in order to elaborate the factors and leitmotives that determined the Russian foreign policy in the post-Cold War era. It is hypothesized that particularly the prevailing perceptions of the Russian political and military elite in regard with the place of the Russian state in the global power politics, and its interests and stakes, as well as the external developments to which any state should react, played important roles in the molding contemporary Russian foreign policy.
