Bir hükümet sistemi olarak başkanlık rejimi: ABD örneği

Abstract

Despite the independence of the organs, based on the strict separation of forces; the presidential system has been successfully implemented in the United States of America for more than 200 years, interfering with existing balance and control mechanisms. Besides the characteristics of the system, the historical, cultural and political structure of the country; the same system was unable to be functional in any other country in the world; the presidential regime is separated from the regime of Latin American countries, which emulates the most, as it differs from the various regimes defined according to inter-power relations.

Kuvvetlerin sert ayrılığına dayanan, organların bağımsızlığına rağmen mevcut denge ve denetim mekanizmalarıyla aralarında etkileşim öngören başkanlık sistemi, 200 yılı aşkın süredir Amerika Birleşik Devletleri'nde başarılı bir şekilde uygulanmaktadır. Sistemin karakteristik özelliklerinin yanı sıra, ülkenin tarihsel, kültürel ve politik yapısı; aynı sistemin, dünyanın başka hiçbir ülkesinde işlevsel olamamasına neden olmuş; başkanlık rejimi, kuvvetler arası ilişkilere göre tanımlanan çeşitli rejimlerden ayrıştığı gibi, en çok da kendisine öykünen Latin Amerika ülkeleri rejiminden ayrılmıştır.
