Libya krizinde yerel aktörlerin bölgeselleşmesi

Abstract

Libya'da (tezin yazıldığı zamanda) süregelen krizde, Libyalı kimliği, sınırlar, ve Libyalılar ve diğer ülke vatandaşları arasındaki hem siyasi hem de toplumsal ilişkilerin ülke vatandaşları arasında geniş çaplı bir gözden geçirme vukuu bulmuştur (Meltz 2016). Bu bir bakıma genelinde bölgedeki sömürge sonrası dönemde Birinci Dünya Savaşından beri Orta Doğu ve Kuzey Afrika'da zayıf kılınan – ulus-devlet sınırlarına karşıt– toprak sınırlarına yönelik en büyük meydan okuma olarak kabul edilen ve sözde Arap Baharı olarak tabir edilen (bu noktadan itibaren Arap Baharı olarak bahsedilecektir) sürecin bir parçası olarak bölge genelinde büyük çapta toplumsal ve siyasi değişimlere yol açmıştır (Zartman 2017, pp. 937-948). Bu tezin amacı, Libya'daki çatışmanın süregelen her tür yerelleşmesini özellikle de bölge aktörleri açısından bu bölge güçlerinin coğrafi, toplumsal ve siyasi bağlarını kendi toprak bütünlüklerini sağlamaya çalıştıklarını göz önünde bulundurarak incelenmesidir. Bu bağlamda Libya krizi çerçevesinde tahlil edilen iki ülke her ikisinin de komşu ülke olması ve benzer şekilde Arap Baharının yol açtığı temel siyasi değişimlerden geçmeleri sebepleriyle Mısır ve Tunus'tur. Tez belirli bir zaman dönemine 2011'den 2018'e kadar olan sürecin safhalarına odaklanacak şekilde bahsi geçen devletlerin mukayeseli değişkenliği üzerine kurgulanmıştır. Tezin ortaya koyduklarını daha anlaşılır kılmak ve konunun arka planı, mülakatların geçişlerini ve ulaşılan sonuçları daha detaylı verebilmek amacıyla bu yol izlenmiştir.

In the (at the time of this writing) ongoing Libyan crisis, a large reexamination among citizens of the country has occurred of Libyan identity, borders and both political and societal relations between Libyans and citizens of other states (Meltz 2016). This comes as part of the so-called Arab Spring (henceforth referred to as simply the Arab Spring), which has risen as the greatest challenge to the postcolonial order in the region at large, in that the territorial borders – as opposed to nation-state borders – since World War I are being undermined across the Middle East and North Africa (MENA) region, and has led to massive societal and political changes (Zartman 2017, pp. 937-948). The purpose of this thesis is to observe any ongoing localization of the conflict in Libya, particularly in respect to regional powers, while understanding that these powers nonetheless despite this want to maintain their territorial integrity despite geographic, social and political links. The two countries that shall be analyzed in respect to the Libyan crisis are Egypt and Tunisia, due to both being neighboring countries insofar that have similarly undergone major political changes due to the Arab Spring. The thesis will be designed and split into time periods, as much has happened from 2011 until 2018, meaning that the states in themselves will be referred to as comparable variables across this time period. This is in order to make the presentation of the thesis smoother, and as such provide more room for backdrop, interview transitions and a more compact result overall.
