Tarım alanında çalışanların sosyal güvenliği / Social security of agricultural workers

Abstract

Türkiye dünyanın sayılı büyük tarım ekonomisine sahip ülkelerindendir. Gelinen bu noktada insan emeğinin katkısı oldukça fazladır. Ancak Türkiye'de tarımsal ekonomi büyürken insan emeğine verilen değerde bir değişme olmamıştır. Tarım sektörünün ekonomideki önemi; tarımsal üretimin, genel istihdam, dış ticaret ve ekonominin diğer sektörleriyle olan ilişkisinden kaynaklanmaktadır. Tarım, ekonominin itici gücü ve ülkemizin stratejik sektörüdür. Çalışmamızın ilk bölümünde tarım sektöründe yer alan temel kavramlara, Türkiye'de tarım sektörünün istihdamdaki yerine ve tarım kesiminde çalışma şekillerine yer verilmiş, bu kapsamda tarım sektörü daha yakından tanınmış ve ülkemizde tarım sektörünün istihdam potansiyeli açıklığa kavuşturulmuştur. Çalışmamızın ikinci bölümünde ise zorunlu sigortalılık ve isteğe bağlı sigortalığa yer verilmiştir. Ardından tarım kesiminde çalışanların çalışma şekillerine göre yani hizmet akdine bağlı olarak sürekli çalışanlar, hizmet akdiyle süreksiz çalışanlar ve kendi nam ve hesabına çalışanların sigortalılıkları ayrıntılı biçimde ele alınmıştır. Çalışmamızın sonuç kısmında ise tarım sektörünün Türkiye'deki öneminden bahsedilmiş, buna rağmen yanlış politikalarının uygulandığı açıklanmış ve bu doğrultuda Türkiye'de tarım alanında çalışanların sosyal güvenlik alanında yaşadığı sorunlar tespit edilmiş olup bu sorunlara karşı çözüm önerilerinde bulunulmuştur. Turkey is one of the few countries with great agricultural economy. In the current state of the agricultural economy, the contribution of human labor is substantial. However, while Turkey's agricultural economy has been growing, there has been no change in the value of human labor. The importance of agriculture in the economy originates from the relationship between agricultural production, general employment, foreign trade, economy and other sectors. Agriculture is the driving force of our economy and the strategic sector of our country. In the first part of our study, the general concepts that fall into the agricultural sector, the place that the agricultural sector has in employment and the manner of work in the agricultural sector have been given place. Within this scope, the agricultural sector has been closely acquainted with, and employment potential of the agricultural sector in our country has been clarified. In the second part of our study, the general concept of social security with compulsory insurance and voluntary insurance has been given. Subsequently, the insurances of people who work perpetually according to the agricultural workers' manner of work, in other words, contract of employment; people who work seasonally according to the contract of employment and self-employed people have been addressed in a comprehensive matter. In the conclusion part of our study, the importance of the agricultural sector in Turkey has been mentioned; it has been explained that notwithstanding this importance, incorrect policies have been implemented and accordingly, the problems agricultural workers have about social security have been determined and solutions against these problems have been offered.
