Life Cycle of Populist Spell in Emerging Markets

Abstract

Popülist rejimlerin yaşam döngüsü, ekonomik politikaları, iktidarda kalma stratejileri ve sağladıkları ekonomik sonuçlar, birçok gelişmekte olan piyasada tekrarlayan bir model sergilemektedir. Elit karşıtı söylemleri ve geniş halk desteğiyle tanınan popülist partiler, son on yıllarda küresel ölçekte büyük bir ivme kazanmıştır. Ekonomik krizler ile sosyal ve ekonomik eşitsizlikler bu popülaritenin zeminini oluştururken, bu çalışma daha çok popülist rejimlerin iktidarda nasıl hayatta kaldığına ve nasıl sonlandığına odaklanmaktadır. 18 gelişmekte olan piyasa ve 28 yıllık bir dönemi kapsayan bir veri seti yardımıyla, popülist rejimlerin yaşam döngüsü zamansal bir çerçevede analiz edilmiştir. Popülizmin talep ve arz koşulları, aktörlerin yeniden dağıtım ve kayırmacılık güdüleriyle birlikte ele alınarak, kısa ve uzun vadeli sonuçları ortaya konulmuştur. Sonuçlar, 2008 sonrası popülizmin farklı bir düzeye evrildiğini göstermektedir.

The life cycle of populist regimes, economic policies, strategies to survive and the economic outcomes they provided have been demonstrating a recurring pattern in most emerging markets. Known for their anti-elite rhetoric and widespread support they had, populist parties had an immense momentum for the last decades globally. While economic crises, social and economi inequalites lay the foundation for this popularity; this study is mostly focused on how populist regimes survive in power and how they fall. With the help of a data set comprised of data from 18 emerging markets and 28 years; the life cycle of populist regimes is analyzed in a time dimensional temporal manner. By examining the demand and supply conditions of populism together with redistributive and clientelist motivations of the actors; both short term and long term consequences are shown. The results have showed that populism after 2008 has transformed itself to another level.
