Article A Comprehensive Overview of Foreign Language Teachers' Professional Development: Self-directed and Institutional Professional Development Activities of English Teachers in Turkey(Turkish Education Association, 2024-07-30) Çaǧri Özköse-Biyik; Oner Uslu; Bıyık, Çağrı Özköse; Uslu, ÖnerWhen the literature on the professional development of English as a foreign language (EFL) teachers is examined professional development predominantly encompasses institutional activities. This study critically examines conventional definitions and practices related to the professional development of EFL teachers arguing that in line with the demands of the era teachers' professional development should also include self-directed individual activities. However for professional development activities to contribute to the ultimate goal of student learning it is important for the organizational culture in which teachers are situated to be supportive of their professional development. To seek answers to research questions about how the institutional and self-directed activities carried out by EFL teachers in Türkiye and the organizational culture influence these activities an exploratory sequential strategy was employed in the research. First qualitative data were collected and then quantitative data were collected through a survey tool developed based on the qualitative data. Comprehensive individual interviews were conducted with a total of 28 teachers across Turkey and survey data were collected from 819 teachers. The findings are presented as self-directed (unstructured) professional development activities (e.g. use of search engines reading news websites watching videos/series etc.) and institutional (structured) professional development activities (participation in national and international conferences etc.). The necessity of foreign language teachers being involved in many individual activities through self-direction beyond their participation in activities planned by institutions for the professional development of a foreign language teacher is discussed. The study proposes a comprehensive perspective on the concept of professional development related to EFL teachers and offers recommendations for the field of foreign language teacher education. © 2024 Elsevier B.V. Transportation is one of the major contributors to this\renvironmental decay. The harmful gases released to the air by the vehicles using petroleum fuel increase each day. One\rof the solutions is to make a gradual transition to electric vehicles. A major part of manufacturing an electric vehicle\ris to produce an efficient electric motor and battery for it. Reducing the manufacturing and operating costs of these\rcomponents will result in reducing the overall costs of electric vehicles. In this study a new variant of the electric\rtravelling salesman problem with time windows (E-TSPTW) was proposed. The objective function of the problem is to\rminimize the required initial battery capacity of the electric vehicle. For this goal a new energy consumption model\rconsidering the load of the vehicle was proposed with three scenarios. The proposed model was solved with a hybrid\rsimulated annealing algorithm for all these scenarios. The performance of the proposed method was compared to the\rsolutions found by a mixed integer linear programming model. In this problem the main orthogonal cross aisle which is very common to be seen in warehouses to facilitate travel between locations is planned to be designed as discrete manner such as tunnels along picking aisles. Hence the problem of locating these tunnels along picking aisles so as to increase efficiency of order picking operations which is one of the most costly and the most related operations with the order delivery time in warehouses is propounded. Additionally we develop a new dynamic programming based polynomial time algorithm to calculate optimal length of order picking tour in this new design problem. Hence this algorithm provides very quick solutions even for large pick list sizes. The computational performance of this algorithm is compared with Held-Karp branch and bound algorithm which is a well-known algorithm for travelling salesman problem. To address this issue feature selection methods are used. Selecting relevant features and reducing data dimensions is essential for having accurate machine learning models. Stability is an important criterion in feature selection. Stable feature selection algorithms maintain their feature preferences even when small variations exist in the training set. Studies have emphasized the importance of stable feature selection particularly in cases where the number of samples is small and the dimensionality is high. In this study we evaluated the relationship between stability measures as well as feature selection stability and classification accuracy using the Pearson 's Correlation Coefficient (also known as Pearson 's Product -Moment Correlation Coefficient or simply Pearson's r ). We conducted an extensive series of experiments using five filter and two wrapper feature selection methods three classifiers for subset and classification performance evaluation and eight real -world datasets taken from two different data repositories. We measured the stability of feature selection methods using a total of twelve stability metrics. Based on the results of correlation analyses we have found that there is a lack of substantial evidence supporting a linear relationship between feature selection stability and classification accuracy. However a strong positive correlation has been observed among several stability metrics.Article Citation - WoS: 2Citation - Scopus: 2COVID-19 pandemi sürecinde hasta odalarının izole hasta odalarına dönüşümü için öneriler(Gazi Univ, FAC Engineering Architecture, 2022-06-21) Nurefşan Sönmez; Belgin Terim Çavka; Sonmez, Nurefsan; Cavka, Belgin TerimCovid-19 salgınının yayılmasını önlemek tedavi sürecini iyileştirmek için hastane içi dönüşümlere olan ilgi dünya çapında artmıştır. Covid-19’un son bulaşıcı sağlık tehdidi olduğu düşünülmediğinden mevcut hastane uyarlamalarını incelemek tedavi ve dinlenme alanları için gereksinime dayalı çeşitli planlama ve tasarım stratejileri geliştirme üzerine çalışmak büyük önem taşımaktadır. Bu çalışmada pandemi süreçlerinde hastane içi dönüşümlerde uygulanabilecek mekân içi planlama ve takiben mekanik havalandırma özelinde yapıcı önerilerde bulunabilmek amaçlanmıştır. Enfeksiyonun yayılmasını önlemek için hastane kılavuz şartnameleri ve literatürdeki çalışmalar incelenmiş hastane tasarımı üzerine uzmanlaşmış kişilerle çeşitli görüşmeler gerçekleştirilmiştir. Covid-19 sürecinde hastanelerde yapılan değişikliklerin analiz edilebilmesi içinse 35 hastane çalışanı ve 4 hastane yönetim personeliyle anket çalışması yapılmıştır. Veriler ışığında Türkiye’de üzerinde çalışılmış iki özel-hastaneden birinin tasarım planları ile hasta odalarının dönüşümünde uygulanabilecek adımlar alan çalışmasıyla aktarılmıştır. Hastane içi dönüşümlerde enfeksiyon kontrolünün sağlanabilmesi adına mekân planlaması (alanların ayrıştırılması/ dönüştürülmesi mekân içi zonlama) ve havalandırmanın (filtrasyon mekanik havalandırma için zonlama) uyum içinde olması gerektiğinden dönüşümlerin planlanması aşamasında disiplinlerarası çalışma yapılmıştır. Pandemi süreçlerinde enfeksiyonun yayılmasının önlenebilmesi için hastane dönüşüm uygulamalarının mekanik ve mimari planlamalarında tutarlılığın sağlanabilmesi adına öneriler geliştirilmiştir. To dampen these oscillations wide-area damping controllers (WADCs) have been introduced by utilizing wide-area measurement systems and synchronized phasor measurement units. In this paper we present a systematic approach for designing WADCs using a model predictive control (MPC) technique to damp interarea oscillations in the power system. The MPC controller computes optimal control signals for the excitation system of a remote generator where it will supplement the local power system stabilizers that are used as damping controllers. The performance of the proposed approach has been assessed on the IEEE 16-generator 68-bus test system and it is shown that the interarea oscillations can be effectively and robustly damped under varying operation conditions. © 2018 Elsevier B.V. All rights reserved.Article Educating non-specialized audiences about seismic design principles using videos and physical models(IZZET KARA, 2024-09-09) Mauricio Morales-Beltran; Ecenur Kizilorenli; Ceren DuyalThe prevalence of self-construction practices in T & uuml,rkiye has resulted in a building stock whose earthquake resilience is highly uncertain. To mitigate the potentially devastating impact of anticipated large earthquakes one viable approach is to increase earthquake awareness among builders themselves. However these builders lack formal engineering training and are ordinary citizens. Therefore the challenge lies in devising visual teaching methods such as short videos to explain complex seismic phenomena in a comprehensible manner. This paper introduces the use of educational media tailored for non-specialized audiences encompassing regular citizens and students without engineering backgrounds. These videos are based on experiments conducted with physical models on a homemade shake table. They focus on key factors influencing the seismic response of multi-storey buildings and highlight common design and construction errors that lead to building damage. To assess the effectiveness of this approach we conducted a workshop with junior architecture students followed by post-workshop qualitative assessments through knowledge surveys and interviews. The findings indicate that while single-topic videos were effective learning tools for students without prior knowledge of seismic building design students found models particularly useful for explaining specific concepts such as torsional behavior the role of diaphragms and the performance of non-structural components. However despite positive feedback on the effectiveness of model testing students generally did not perceive significant knowledge acquisition in model construction. This paper for the first time compares the efficiency of the decision tree (DT) and classic genetic programming (GP) data mining models developed for electrical energy demand forecasting in Nicosia Northern Cyprus. The models were trained and tested using daily electricity consumptions measured during the period 2011-2016 and were compared in terms of three statistical performance indices including coefficient of determination mean absolute percentage error and concordance coefficient. The prediction results showed that the proposed models can be effectively applied to forecasts of electrical energy demand. Antenin besleme hattının başlangıcına dikdörtgen küçük yamalar eklenmesi ve sonunadikdörtgen oyuklar açılarak bant genişliği arttırılmıştır. Yarı çemberlerin kullanımı ile standart basılıLPÇKA’in boyutlarına göre önerilen antende yaklaşık %14 oranında bir azalma elde edilmiştir. Yarı çemberyapılar boyut küçültmenin yanında antenin çalışma frekansının üst bandını Bluetooth ve 2 4 GHz Wi-Fikablosuz haberleşme frekanslarını da kapsayacak şekilde 2 5 GHz’e çıkarmış olup dikdörtgen yarık ise altbandı RFID ve GSM 900 frekanslarını içerecek şekilde 0 86 GHz seviyelerine çekmiştir. Üretilen yapınınölçüm sonuçlarına göre antenin birçok kablosuz haberleşme uygulamasında kullanılabilecek şekilde 0 86GHz ile 2 5 GHz aralığı gibi geniş bir çalışma frekansında 10 dB’den iyi geri dönüş kaybına 4 75 dBi ± 0 75dBi gibi oldukça kararlı/düşük değişimli bir anten kazancına ve literatürdeki benzer çalışmalara göre dahaküçük boyutlara sahip olduğu görülmüştür.Article Land Grab Processes in Romania and Bulgaria: A Historical Continuity Perspective(ULUSLARARASI ILISKILER KONSEYI DERNEGI, 2018-03-01) Nazif Mandaci; Mandacı, NazifAlthough they are positioned in the periphery of the Western economic core Romania and Bulgaria are different from the Third World countries that were exploited and colonized by the Western powers in the preceding centuries where currently land grab processes are at work. However it is observed that because of their geographical and political standings those countries are also influenced by the ongoing global land grab processes albeit in different ways. The externalities of processes of enclosure primitive accumulation or accumulation by dispossession as defined in general by the critical literature have continued to inflict particularly small landholders as did in other societies in different parts of the world. It is a technology that saves both large companies and small and medium scale companies as well as independent developers from the cost of keeping infrastructure hardware up to date and operational while also providing flexibility on resource use as well providing additional opportunity to minimize data losses. While in the future it is evident that demand for cloud computing will be on the rise. These kinds of datacenters due to their nature consume large amounts of energy and even the savings on smallest scales will enable these gigantic centers to save a significant amount of energy in total. If we have a look at the literature we can see green computing is gaining immense popularity over the years. The Cloud Scheduling problem is a proven problem to be NP-Hard aiming to find the best solution for a limited number of cloud resources which could theoretically be serving an unlimited number of user demands. In this study firstly an experimental workload / power consumption model is proposed for a server computer and then two genetic algorithms optimizing makespan and energy consumption are compared on these metrics at different server loads. As a result it has been seen that these two criteria are closely related to each other and it has been determined that optimizing the energy criterion has a more positive effect between 10% and 13% compared to the time criterion optimization at full or near full server loads. In this way it has been shown that significant energy savings can be achieved by using energy optimization as an objective function at high server loads. © 2024 Elsevier B.V. This study presents a folding facade proposal through the design alternatives offered by kinetic architecture and parametric design to enhance efficiency. This alternative design method integrates and coordinates the design components simultaneously and makes any intervention easier when compared with traditional design methods. In this context the method is based on computational models aiming to find the most efficient design alternative by optimization. The proposed facade design specifically targets an indoor office space within a university. The modular system integrated into existing windows facilitates a folding movement. This dynamic feature aims to optimize illumination within the space effectively controlling daylight without causing disruptions to users. Simultaneously the design seeks to balance energy consumption and ensure thermal comfort. The results show that it provides a significant improvement over the base case. The proposed kinetic façade system improved indoor thermal comfort by 80.68-98.11% while slightly increasing energy use (4.72% at most). The average improvement in Spatial Daylight Autonomy (sDA) is 34.98%. Although the number of solutions meeting LEED in terms of Annual Solar Exposure (ASE) is small there is an average improvement of up to 64% compared to the base case. In conclusion the proposed kinetic facade system proves to be a valuable intervention for enhancing the indoor environment of an office space at Dokuz Eylül University. © 2025 Elsevier B.V. Human activities and natural causes are both contributors to urban growth. The relationship between these factors is complex and the complexity makes it difficult for the human mind alone to understand cities. A model that helps reveal the complexity is needed for urban studies. Main objective of this study is to understand the effects of urban planning strategies on the future of the city by utilizing a Cellular Automata and Artificial Neural Networks based simulation model. Driving factors of urban growth according to development scenarios were used in the simulation process. Six different development scenarios were formulated according to the strategic plan of Izmir. Land use and driving factor data used in simulating scenarios were acquired from EarthExplorer and OpenStreetMap databases and produced in QGIS. Future Land Use Simulation Model (FLUS) based on Cellular Automata (CA) and Artificial Neural Networks (ANN) was used. The results were assessed both by using FRAGSTATS which helped calculate fractal dimensions and visual analysis. Fractal dimension results of each scenario showed that the simulation model respected the overall urban complexity. A closer look at each scenario indicated the diverse local growth possibilities for different scenarios. The results show that urban simulation models when used as decision support tools promise a more inclusive and explicit planning process.Article Citation - WoS: 4Social Media Usage Patterns in Port Industry: implications for Port Promotion and Public Relations(CHAMBER MARINE ENGINEERS, 2018) Aylin Caliskan; Soner Esmer; Caliskan, Aylin; Esmer, SonerWhile social media has been penetrating the daily lives of individuals the businesses have started to develop new strategical approaches for using social media tools since they understand the importance of this new area. This study aims to take a step on the gap about social media marketing in the port industry. The focused sample is container ports located in Turkey but to gain more meaningful insights a comparison is also made with the ports of Los Angeles Rotterdam and Antwerp. The post set on Facebook which covers the 8 months' period was analyzed through a social media analytics software and the most attractive topics and engagement levels were determined. It was found that the most attractive posts of ports with high engagement levels do not include any statement image or video about port service infrastructure and superstructure investments or success stories. At the end of the study suggestions are developed by supporting with real cases for ports' social media management.Article The Impact of the 2022 European Union Migration Crisis on the Migratory Discourses Adopted by the European Parliament(ULUSLARARASI ILISKILER KONSEYI DERNEGI, 2025-12-13) Elif Cetin; Zeynep Gunsal; Gunsal, Zeynep; Çetin, ElifWhen Russian forces attacked Ukraine on 24 February 2022 masses of people moved towards the borders of the European Union (EU). The unexpected increase in arrivals within a relatively short time span became a significant challenge for the EU to manage turning into a crisis. This paper assesses whether the political alignment of different party groups in the European Parliament (EP) (e.g. left-wing right-wing populist) helps explain the discursive frames they adopt on migration within the context of the 2022 EU migration crisis. Using qualitative content analysis the study identifies the discursive frames employed by members of the parliament in plenary debates. It finds that factors like the EU's legislative procedure institutional structure and the EP's political position contribute to overlapping discourses which also vary based on the country of origin of migrants and the ideological positions of party groups.Article Theoretical Exergoenvironmental Analysis of a Tunnel Furnace and Drying System in a Brick Production(GAZI UNIV, 2024-03-01) Gurhan Tahtali; Hayati Olgun; Mustafa Gunes; Arif HepbasliThe performance of a tunnel furnace and a tunnel dryer in a brick production was exergoenvironmentally assessed. The real production data of a brick factory in Turkey with a daily production capacity of 392 tons of fired bricks were used in the analysis. The exergoenvironmental factor of the control volume was calculated as 0.87. The specific exergoenvironmental cost of the control volume was determined to be 559.55 euro/h 3.39 eurocent/ kg fired brick and 1.94 eurocent/MJ. The specific exergoeconomic cost and the environmental damage prevention cost were obtained to be 0.41 euro cent/MJ and 1.53 euro cent/MJ respectively. Because the ratio of exergoenvironmental cost to sales price of 2.41 euro cent / kg fired brick was 1.41 (above 1) it was concluded that the brick production in Turkey was not sustainable in terms of exergoenvironmental analysis.Article Citation - WoS: 3Would 100 Global Workshops on Theory Building Make A Difference?(CENTER FOREIGN POLICY & PEACE RESEARCH, 2018) Knud Erik Jorgensen; Jorgensen, Knud Erik; Jørgensen, Knud ErikThe paper rests on the assumption that theoretical knowledge is valuable. However such an assumption cannot be taken for granted. Indeed the first objective is to examine the comparative advantages of theoretical knowledge. Second if 100 theory building workshops would make a difference what exactly would the difference be? After all movie production is said to be dominated by Hollywood but Bollywood produces more movies than Hollywood. Nonetheless the world market is dominated by Hollywood. Hence if a distinction between academic domestic and global markets is applied theory building for a number of domestic or regional markets might impact 'consumption' patterns in domestic or regional markets but not necessarily the world market. Moreover the apparent need for 100 workshops rests on the assumption that the IR discipline is under American hegemony but this assumption is severely challenged by empirical research showing that American hegemony remains a fact in institutional terms but not in terms of theoretical fads and debates being followed in the rest of the world. In short intellectual global hegemony is largely a chimera. Finally the paper argues that 100 workshops might be necessary but could turn out to be waste of time and for two reasons. While theorizing a bygone world is fine the workshops should address contemporary issues and be future-oriented. Furthermore the workshops should contribute to redefine the (contested) core of the discipline.
