    Even though deadly effects of outbreaks such as SARS H1N1 EBOLA and COVID-19 took the attention of the community generating 100% vaccination uptake from people who are expected to be affected by such outbreaks is almost impossible. Hence determining the actual vaccine demand for typical viruses and reaching this population are becoming important issues to prevent from spreading such viruses like wildfire. Many countries have been forecasting vaccine demand according to birth rates. However factors such as district-level per capita income literacy rate urbanization and some other factors should also be considered for more accurate forecasts. There is another factor affecting countries’ vaccine demand, some of the vaccines that WHO recommends are included in the national immunization programs while others are only recommended. Thus this study first aims to explore the most significant factors that affect the demand of vaccines that are not included in national immunization campaigns then to present the cause and effect relationships among the factors using the fuzzy DEMATEL method to provide insights to managers for better vaccine demand forecast and to increase vaccine uptake. According to the analysis results immunization related beliefs is the most important factor among others included in this research. © 2020 Elsevier B.V. All rights reserved.

    Tedarik zincirinde işbirlikçi araç rotalama problemi için bir model önerisi

    Taşımacılık sektörü bir ülkenin ekonomisine katkı sağlayan ana unsurlardan bir tanesidir. Ancak sektörün insanların günlük hayatları için çevre kirliliği ve trafik sıkışıklığı gibi pek çok olumsuz sonuçları bulunmaktadır. Taşımacılık ayrıca Tedarik Zincirinin ana bileşenlerinden bir tanesidir. Ürün ve hizmet fiyatları taşımacılık maliyetlerinden direkt olarak etkilenmektedir. Bu çalışmada aynı bölgede faaliyet gösteren ve ortak şehirlere/müşterilere hizmet sunan parsiyel taşımacılık yapan nakliye firmaları arasındaki işbirliği ele alınmıştır. Şehirler bazında adil bir fiyatlandırma yapabilmek adına nakliyecilerin her şehre taşıma yapmak için avantaj durumunu gösteren 'Avantaj Skoru' önerilmiştir. Bu skor AHS ve VIKOR yöntemleri kullanılarak hesaplanmıştır. Çalışmada iki farklı işbirliği stratejisi önerilmektedir; Kısmi İşbirliği ve Tam İşbirliği. Bu stratejiler Heterojen Filolu İşbirlikçi Araç Rotalama Problemi olarak modellenmiştir ve CPLEX 12.6 programı kullanılarak çözülmüştür. Sonuçlar İşbirliksiz Dağıtım Modeli sonuçları ile kıyaslanmıştır. Problem Karınca Kolonisi Algoritması kullanılarak sezgisel olarak ta çözülmüş ve sezgisel yöntem sonuçları matematiksel model sonuçları ile kıyaslanmıştır. Kısmi İşbirliği Modelinde nakliyecilerin rasyonel davrandıkları ve birbirlerinin kapasitelerini ancak işbirlikçi olmayan duruma göre daha fazla kar elde etmeyi garanti altına aldıkları durumda kullanacakları varsayılmıştır. Kısmi işbirliği için nakliyecilerin şehir bazlı navlun fiyatları ve maliyetleri kullanılarak işbirlikçi fiyatlar hesaplanmıştır. Ayrıca bu strateji için kapasite takas opsiyonu sunulmuştur. Tam İşbirliği Modelinde ise nakliyecilerin hiç bir engel olmadan birbirlerinin araçlarını kullanabildikleri ve 'Avantaj Skoru'na bağlı bir maliyet paylaşım mekanizması önerilmiştir.

    Factors affecting recommended childhood vaccine demand

    Reaching a high vaccination coverage level is of vital essence when preventing epidemic diseases. For mandatory vaccines the demand can be forecasted using some demographics such as birth rates or populations between certain ages. However it has been difficult to forecast non-mandatory vaccine demands because of vaccine hesitation alongside other factors such as social norms literacy rate or healthcare infrastructure. Consequently the purpose of this study is to explore the predominant factors that affect the non-mandatory vaccine demand focusing on the recommended childhood vaccines which are usually excluded from national immunization programs. For this study fifty-nine factors were determined and categorized as system-oriented and human-oriented factors. After a focus group study conducted with ten experts seven system-oriented and eight human-oriented factors were determined. To reveal the cause and effect relationship between factors one of the multi-criteria decision-making methods called Fuzzy-DEMATEL was implemented. The results of the analysis showed that Immunization-related beliefs Media/social media contents/messaging and Social cultural religious norms have a strong influence on non-mandatory childhood vaccine demand. Furthermore whereas Availability and access to health care facilities and Political/ financial support to health systems are identified as cause group factors Quality of vaccine and service delivery management is considered an effect group factor. Lastly a guide was generated for decision-makers to help their forecasting process of non-mandatory vaccine demands to avoid vaccine waste or shortage.

    Product Swapping and Transfer Sales between Suppliers in a Balanced Network

    In this paper we present a preliminary deterministic mathematical model of cooperative supply chain network of suppliers and customers. We consider horizontal cooperation among suppliers such that they can swap their orders to reduce their transportation cost and they can purchase products from each other to reduce their shortage cost. Hence the objective is to examine the potential swap and horizontal purchasing operations between suppliers under perfect information sharing. Assuming a balanced network in a single-period in which total capacity of suppliers is greater than or equal to the total demand of customers we conduct an empirical analysis for six suppliers and eight customers. The analysis suggests for many suppliers the benefits of order swapping and lateral purchasing.

    Evaluating E-commerce-Related distribution and warehousing in terms of sustainability

    In this chapter the relationships between logistics operations and e-commerce are investigated. The logistics operations are discussed under the distribution and warehousing subjects. The effects of ecommerce on these activities are analyzed by considering the social environmental and economic dimensions of sustainability in a broad perspective. For evaluating distribution of e-commerce products current last-mile operations trends and future expectations are investigated in the sustainability concept. Furthermore the effects of e-commerce on warehouse types and operations are presented. Besides that location and layout of warehouses materials used in warehouse buildings and material handling equipment are discussed with a sustainability perspective. © 2022 Elsevier B.V.     Metaheuristic Algorithms for the Quadratic Assignment Problem

    This paper presents two meta-heuristic algorithms to solve the quadratic assignment problem. The iterated greedy algorithm has two main components hich are destruction and construction procedures. The algorithm starts from an initial solution and then iterates through a main loop where first a partial candidate solution is obtained by removing a number of solution components from a complete candidate solution. Then a complete solution is reconstructed by inserting the partial solution components in the destructed solution. These simple steps are iterated until some predetermined termination criterion is met. We also present our previous discrete differential evolution algorithm modified for the quadratic assignment problem. The quadratic assignment problem is a classical NP-hard problem and its applications in real life are still considered challenging. The proposed algorithms were evaluated on quadratic assignment problem instances arising from real life problems as well as on a number of benchmark instances from the QAPLIB. The computational results show that the proposed algorithms are superior to the migrating birds optimization algorithm which appeared very recently in the literature. Ultimately 7 out of 8 printed circuit boards (PCB) instances are further improved.

    Nakliye firmaları uzmanlaştıkları alanlara göre belirli bölgelere daha sık daha yüksek miktarlarda taşıma gerçekleştirmektedirler. Nakliyeciler sıklıkla uğradıkları bölgelerde araçlara geri dönüş yükü bulunması elleçleme ekipmanlarının ve işgücünün temin edilmesi depoların kullanımı yakıtın anlaşmalı yerlerden indirimli olarak alınması araçların bakım onarımlarının daha kısa sürede ve indirimli olarak yaptırılması gibi çeşitli avantajlara sahip olurlar. Bu avantajların yanı sıra gönderim yapılacak ilde nakliyecilerin karşılaşabileceği çeşitli riskler de bulunmaktadır. Nakliyeciler ile yapılan görüşmelerde navlun fiyatları belirlenirken risk kriterini göz önünde bulundurdukları ancak bu kriterin sayısal değerlere dönüştürülmesinde sıkıntı yaşadıkları belirlenmiştir. Bu çalışmada rekabet ortamında nakliye bedelleri hesaplanırken alıcının bulunduğu bölgeye ziyaret sıklığı ve bölgenin talep miktarı iller arası mesafe bölgenin riski ve dağıtım kolaylığı ölçütleri göz önünde bulundurularak Analitik Hiyerarşi Süreci (AHS) ve VIKOR yöntemleri ile elde edilen Avantaj Skorları fiyatlarının oluşturulması için kullanılmıştır. Bu skor ile nakliyecilere fiyat cinsinden ölçülmeyen kriterleri fiyatlandırma politikalarına katma imkânı sunulmuştur.
