Abstract
Limanlar birçok özel sektör şirketi (B2B), birçok kamu kurumu (B2G) ile bilgi ve belge paylaşımı içinde bulunmakta olup bu bilgi ve belge akışı limanlarımızın rekabet gücünü ve de performanslarını önemli ölçüde etkilemektedir. Ayrıca Dünya Ticaret Örgütü, Dünya Gümrük Örgütü, Avrupa Birliği gibi örgütlerin dünyada artan dış ticaretin daha kolay, hızlı fakat daha güvenli bir şekilde yönetilmesi talebi de dış ticarette kilit rol oynayan limanların çalışma modellerini gözden geçirmesini ve kolay, güvenli, hızlı dış ticaret sistemine uyum sağlamasını gerektirmektedir. Bu uyum sürecinde Liman Topluluk Sistemleri(PCS) ve Liman Tek Pencere Sistemi(PSW) önemli olup bu iki konu ile ilgili literatürde çok kısıtlı çalışma bulunmaktadır. Bu çalışma limanların paydaşları ile bilgi-belge paylaşım süreçlerini, süreçlerin limanların performansları üzerindeki etkilerini ve de bilgi-belge paylaşım yöntemlerini inceleyerek Liman Topluluk Sistemleri(PCS) ve Liman Tek Pencere Sistemi(PSW) ile ilgili Türkiye`deki mevcut durumu değerlendirmektedir. Çalışma kapsamında oluşturulan ankette, Türkiye`deki konteyner elleçleyen limanlara, mevcut kullanmakta oldukları bilgi sistemlerinin, liman topluluğu içinde yer alan paydaşların ve paylaştıkları bilgi-belgelerin, limanlar için önem dereceleri ve algıladıkları başarı düzeyleri sorularak servqual analizleri yapılmış, Türkiye Liman Topluluğu Bilgi-Belge Paylaşım Haritası oluşturulmuş ve mevcut devam etmekte olan Tek Pencere Sistemi ile ilgili çalışmalar dikkate alınarak süreç ile ilgili bir kesit sunan Etkileşimli Süreç Haritalama Modeli oluşturulmuştur. Ports are sharing information and documents with many private sector companies (B2B) and many public institutions (B2G), and this flow of information and documents has a significant influence on the competitiveness and performance of the ports. In addition, the demand of organizations, such as the World Trade Organization, the World Customs Organization and the European Union for managing the increasing foreign trade in the world in easier, faster, and more secure system, requires review of the work flow model of the ports which play a key role in foreign trade and requires them to adapt an easy, secure and fast foreign trade system. In this adaptation process, Port Community Systems (PCS) and Port Single Window System (PSW) are important and there is a very limited study in the related literature on these two systems. This study evaluates the current situation in Turkey regarding Port Community Systems (PCS) and Port Single Window System (PSW) by examining the processes of information-document sharing with the partners of the ports, the effects of the these processes on the performance of the ports and information-document sharing methods. A questionnaire is prepared in the scope of the study for the ports that are handling containers in Turkey and servqual analyzes were made by asking the importance level of the information systems they are currently using, the partners in the harbor community and the information-documents they share and level of success perceived. Then the Map of Turkish Port Community System for information-document Sharing has been created and an Interactive Process Mapping Model which provides a cross-section of the process has been created by taking into consideration of the studies on the existing Single Window System.
