Supply Chain Management Approach in Construction Industry and an Application in Turkey

Abstract

İnşaat endüstrisi hem dünyada hem de Türkiye'de proje bazlı yönetilmektedir. Endüstri, çok sayıda aktörün varlığıyla bölünmüş, hasmane ilişkilerin yaygın olduğu, tasarım ve üretimin entegrasyonun kısıtlı olduğu, ürün ve hizmet alımlarında düşük maliyetin öncelikli tercih edildiği yapısıyla bilinmektedir. Endüstrinin geneline yayılmış olan düşük maliyet baskısı, ana yüklenici ile ilişkide olduğu alt yüklenici ve tedarikçilerinin aynı amaçlar için işbirliği içinde çalışmasının önünde engel teşkil etmektedir. Üretim endüstrisinde kullanılan tedarik zinciri yönetimi gibi birçok başarılı uygulamanın inşaat endüstrisinin geneline adapte edilmediği birçok araştırmacı tarafından aktarılmaktadır. Yine endüstri lojistik operasyonlara yeterli önemi vermemesi ve bu operasyonları verimsiz yönetmesiyle bilinmektedir. Bu çalışmanın amaçları; inşaat sektöründe lojistik yeteneklerin tespit edilebilmesi için bir ölçek geliştirmek; lojistik yeteneklerin ve iş ortaklıkların inşaat tedarik zinciri performansına etkilerini tespit etmeye çalışmaktır. Bunun için Türkiye genelinde ulusal ve uluslararası ölçekte proje geliştiren 181 adet ana yüklenici konumunda inşaat firması ile anket çalışması yapılmıştır. Bahsekonu firmaların orta ve üst düzey yöneticileri aracılığı ile yapılan anketlere faktör analizi ve yapısal eşitlik modellemesi ile yapılan analizler sonucunda çeşitli bulgulara ulaşılmıştır. Lojistik yeteneklerin iş ortaklıkları ve tedarik zinciri performansı arasındaki tam aracılık etkisinin ortaya konması çalışmanın önemli bulgularından biri olarak görülmektedir. Construction industry is managed project based both in the world and in Turkey. The industry is known with its fragmented nature with several actors. Adversarial relationships are common, integration between design and construction phases is limited and low cost is main procurement strategy for product and services. Industry-common low cost pressure is an obstacle for main contractors to collaborate with subcontractors and suppliers to achive common objectives. Constuction industry is well known by its inefficient administraton of logistics operations as several researchers have been cited that good practices applied in manufacturing industry such as supply chain management has not commonly adapted by construction industry. The objectives of this study are; developing a scale to determine and measure logistics capabilities in the industry, trying to determine the effects of the logistics capabilities and the partnerships between main contractors and subcontractors to the construction supply chain performance. In order to complete this study the survey is done with 181 different main contractor companies and it is completed with the mid level and senior managers of those companies and a group of indications have been found. One of the main finding of the study is obtaining full mediation effect of logistics capabilities between partnership and construction supply chain performance relationship, which is analysed by factor analysis and structural equation modeling.
