Abstract
Bu çalışmada Roma devletinde Roma vatandaşlarının can ve mal güvenliklerinin sağlanması için ne gibi önlemlerin alındığı ve hangi kurumların oluşturulduğu açıklanmaktadır. Roma, Krallıktan Cumhuriyete ve sonra da büyük bir İmparatorluğa dönüşmüş ve uzun yıllar geniş coğrafyalara hakim olmuş bir devlet olduğundan suçla mücadelede kullanılan yöntemler de basitten daha kapsamlıya olacak şekilde bir evrim geçirmiştir. Özellikle ceza hukuku ve ceza yargılaması alanlarında görüldüğü üzere Romalıların hakkını bizzat arama anlayışı suçla mücadele ve kamu düzeninin sağlanmasında da kendini hissettirmektedir. Geleneklerine sıkı sıkıya bağlı bir toplum olan Romalıların uzun bir müddet suçla mücadele ve kamu düzeninin sağlanmasında kişisel yöntemlere başvurmaları söz konusu olmuş ve bundan vazgeçmeleri dolayısıyla da devletin sistemli bir kolluk kuvveti teşkil etmesi zaman almıştır. Çalışmamızın kapsamını fazlasıyla genişletmemek adına suçla mücadele açısından caydırıcılık bakımından değerlendirilebilmesi mümkün olan cezalara burada değinilmemiştir. Bu husus bir başka çalışmanın konusu olarak ele alınacaktır.
