Çok kriterli karar verme yöntemlerinden VIKOR yöntemi ile konteyner liman yeri seçimi / Location selection of container port location by using VIKOR method

Abstract

Liman kentleri, bir devletin ekonomik yapılanması içerisinde, ticaret hayatının ve kültürünün en hızlı geliştiği mekânlardır. Bu kentler, aynı zamanda devletin sosyo-ekonomik anlamda yaşadığı değişim ve dönüşümün mekânı olarak da dikkat çeker. Özellikle ulaşım olanakları ve hammadde-pazar ilişkileri göz önünde bulundurulduğunda, liman kentlerinin gelişimi daha da önem taşır. Diğer yandan kurulduğu arazi, parasal kaynaklar aynı zamanda piyasa şartları bakımından, orta vadede yer değişimine gidilmesi mümkün olabilen tesislerin aksine limanların konuma bağlı yapısı nedeni ile bir başka yere olduğu gibi taşınması mümkün olmayıp yatırım maliyetleri de oldukça yüksektir. Karar verme, belirli bir amaca ulaşmak için değişik alternatiflerin belirlenmesi ve bunlarıniçinden en önemlisinin seçilmesi işlemidir. Belirli bir alanda kurulacak bir konteyner liman yeri seçiminin kararıönemli bir sorundur. Bu nedenle gerçekleştirilen çalışmanın ana hedefi İzmir'de kurulması amaçlanan konteyner limanı için öncelikleri sıralandırmaktır. Bu hedefe yönelik atılan adım, alternatif ve kriterli yapı için VIKOR yöntemi uygulanmasıve öncelik sıralarının belirlenmesidir. Çalışma sonucunda önemli bir uygulama alanı olan konteyner liman yerinin seçiminde çok kriterli karar verme çözümlerinin uygulanabilirliği amaçlanmaktadır. Port cities are the fastest growing locations with respect to commercial life and culture within the economic structuring of a state. These cities, at the same time, stand out as hubs demonstrating socio-economic evolution and transformation of a state. Development of port cities have a more significant importance especially when means of transportation and raw material-market relationships are taken into account. On the other hand it may be possible to relocate facilities, infrastructres or equipments howevere it is not possible to shift a port from existing location to another point and ports need huge investement. For instance port location selection desicion should be made very carefully at the very beginning so that limited public funds not wasted. Decision making, is identifying of various alternative for achieving specific purpose and is selecting of the most important of these. The location selection of container port location is an important problem. In this context, the main goal of this thesis is to determine the priority ranks of container port area which is planned establishing in İzmir. In the scope of the application performing for this purpose, weights are calculated using the VIKOR method for the structure that includes alternatives and criteria. Then the priority ranks of alternatives were determined by using VIKOR method. As a result of the study, the applicability of multi-criteria decision making solution methods is aimed for selection of container port location as an important field of practice.
