    Linkage Theory and Autocratic Regime-Survival Strategies in a Post-Liberal Order: The Case of Authoritarian Middle Power Turkey (2013-2022)

    At a time of authoritarian drift in many parts of the world characterizing a post-liberal order this paper aims to contribute emerging literature on how domestic and international factors interact in shaping the foreign policy preferences of middle powers in this new epoch. Hinging on a synthesis of linkage and regime survival theories the article argues that as the 'inner-directed linkage' of the West to those authoritarian regimes weakens those regimes' 'outer-directed linkage' with emerging Asian authoritarian centres strengthens. Having been ruled for more than 20 years by authoritarian leader Erdogan of the JDP (Justice and Development Party) Turkey is an interesting case as an authoritarian middle power with its incrementally intensifying ties with Russia and China. Drawing on the Erdogan regime's statements and acts departing from the liberal order especially after the Gezi Park protests in 2013 and the failed coup attempt in 2016 the article concludes that Turkey has recalibrated its domestic and foreign policy replacing its Europhilism with Eurasianism as a part of his regime survival strategy.

    Framing the Syrian Operations: Populism in Foreign Policy and the Polarized News Media of Turkey

    How do news media outlets react to an international crisis during a resurgence of populism at home? Led by President Erdogan's AK Party Turkey's military operations toward Syria provide fertile ground to examine how an increasingly polarized media industry has used populist framing to report on the conflict. Adopting a framing analysis method this article analyses 2166 examples of news coverage of the conflict by 3 mainstream national online news outlets with printed versions affiliated with certain political parties or sociopolitical camps-namely the pro-government Sabah the moderate/the pro-government Hurriyet and the opposition/ Kemalist Sozcu-as well as one alternative media outlet Bianet. The findings reveal that the creation of a sense of crisis over Syria has precipitated a rally-round-the-flag effect. This prompted the ruling AK Party's populist discourses to dominate the public sphere through the mainstream media including opposition outlets with detrimental implications for the state of democracy. It will likely serve as a baseline to make cross-country comparisons on the interplay among the media landscape international crises and authoritarian governments at a time of resurgent populism.

    Energy governance has been widely prescribed to address the energy trilemma (i.e. energy security energy equity and environmental sustainability) at global regional and national levels. This is a particularly daunting task for those net energy importer developing countries with growing energy consumption levels to fuel their growth. Drawing on primary documents and statistics along with the relevant academic literature and reports the chapter scrutinizes energy governance in Turkey with a particular emphasis on the neoliberal developmentalist model of its carbon-intense economy with ambitious regional energy diplomacy (i.e. pipeline politics). Albeit its generous renewable energy resource endowment and renewable energy support mechanisms/initiatives energy governance deficits with limited norm diffusion/policy transfer/convergence prospects from the EU slowdown energy transition of the country. The chapter concludes that the new normal of the post-COVID-19 provides a significant opportunity not only for the revitalization of its economy based on the renewable energy sector and energy-efficient technologies but also harnesses the energy transition of Turkey towards a green economy. © 2023 Elsevier B.V.     Political agency of news outlets in a polarized media system: Framing the corruption probe in Turkey

    This article aims to determine the stances of media outlets during crises in a polarized media system such as Turkey. Adopting a content analysis methodology this article analyses the framing strategies of three national newspapers affiliated with certain sociopolitical camps (namely the pro-government Sabah the anti-government Kemalist Sozcu and the pro-Gulen Zaman) to observe possible similarities/differences during the critical 17 December corruption probe. The findings not only confirm earlier studies on press-party' parallelism but also reveal press-sociopolitical camp parallelism' in Turkey's polarized media system.

    Unexpected Persistence Amidst Enlargement Stasis: Usages of Europe in Turkey's Nuclear Energy Debate

    Recent studies on European Union (EU) Enlargement have emphasised the importance of usages of 'Europe' by domestic actors as a necessary condition for the EU to have an impact on domestic politics. We study the usages of Europe in the critical case of Turkey's nuclear energy policy. We analyse the narratives and actions of domestic actors in Turkey to identify if they use 'Europe' (the EU and the idea of Europe). We reach the counter-intuitive finding of usages by both state and non-state actors which illustrates that usages of Europe can persist despite enlargement stasis in candidate states.

    Turkey’s regional powerhood within regional (In)security complex: Transformation from a conflict-ridden environment into a security community

    Many optimists believed that the “Arab Spring” was a ripe moment for regional radiant Turkey with its pro-active stance that could trigger “demonstrative effect” and transform the conflict-ridden Middle Eastern (in) security complex into a pluralistic security community. However those expectations on Turkey’s capabilities to transform the region have fallen short as Middle East re-entered into turmoil. In this light the article aims to conduct an academic inquiry into the reasons that curtailed Turkey of priming the pump for a regional security community in the region. It argues that international system (structural) sub-systemic (regional) and finally that of agential factors (Turkey’s own domestic embodiment) hindered Turkey’s efforts to transform the Middle East into security community. It concludes that three main hindrances (that of systemic sub-systemic and domestic) which altogether but particularly the latter render Turkey to fall short in restoring peace and stability back to the Middle East at the time of Arab uprisings. © 2020 Elsevier B.V.     Siyasi olarak kutuplaşmış toplumlarda (sosyal) medya kuruluşlarının sahiplik yapıları zamanla toplumdaki siyasi kutuplaşma ile paralellik göstermektedir. Sonuç olarak medya kuruluşları, ait oldukları kampların siyasi duruşlarına paralel olarak çıktılarını yayımlamaktadır. Bu bakımdan, 20 yılı aşkın süredir popülist Cumhurbaşkanı Erdoğan tarafından yönetilen melez-demokratik rejimiyle Türkiye, kutuplaşmış bir siyasi ortamın, felaket niteliğinde bir olay sırasında sosyal medya ortamını nasıl etkileyebileceğini incelemek için ders kitabı niteliğinde bir örnek teşkil ediyor. Araştırma, 'Siyasi kutuplaşma kriz zamanlarında sosyal medya aktörleri tarafından popülist iletişimini nasıl etkiliyor?' sorusunu sorarak, kutuplaşmış bir siyasi ortamın felaket niteliğinde bir olay sırasında sosyal medya ortamını nasıl etkileyebileceğini keşfetmeyi amaçlıyor. Bu amaçla araştırmada haber kuruluşlarının, paylaşımlarını basın- parti paralellikleri doğrultusunda şekillendireceğine ilişkin dört farklı varsayım bulunmaktadır. Bu doğrultuda 6 Şubat 2023 tarihinde Kahramanmaraş merkezli depremlerin ardından; ana akım medyanın (örn. Hürriyet, Sabah ve Sözcü) ve alternatif medyanın (örn. BİA) Instagram'da paylaşımlarını nasıl paylaştıklarını ve popülist söylem ve görselleri ayırt etmek amacıyla eleştirel söylem analizi yöntemiyle inceleniyor. Böylece kutuplaşmış popülizmin liberal demokrasi ile ilişkisinin kriz anındaki tepkimesi, Türkiye bağlamı üzerinden gözlemlenebilmiştir.
