Arktik'te güç dinamikleri: Büyük güçlerin rekabetinin dönüşü?

Since the dissolution of the Soviet Union, the Arctic has been a region of cooperation between the Arctic countries. However, the region is now seeing the effects of climate change and the icecaps in the Arctic Ocean are melting more and more every year. This has created an opportunity to get access to a brand-new territory and to its resources. Due to this opportunity, the interest in the Arctic has increased. This thesis will offer an in-depth analysis of how Russia`s and the United States` domestic and foreign policies in the Arctic have changed. Most of the existing research regarding the Arctic focus on either military-security or energy politics in the Arctic. This thesis aims to fill the gap within existing Arctic studies when it comes to combining several different dimensions. This thesis will be focusing on four different dimensions of U.S. and Russian foreign and domestic policies in the Arctic. These are: Military/strategic priorities; energy security; trade routes; and the level of importance of international law, in this case the United Nations Convention on the Law of the Sea (UNCLOS). keywords: The United States, Russia, Arctic, domestic policy, foreign policy
Dayanıklılık Kavramına Alternatif olarak Çevresel Adalet: Hindistan Örneği

Dayanıklılık kavramı iklim göçünü de içeren kalkınma tartışmalarının çeşitli alanlarında- çok da eleştirilmeden- giderek daha sık kullanılmaktadır. Fakat kavram genellikle göz ardı edilen birçok sorunu içermektedir: İçeriği değişken belirsiz ve şeffaf olmayan bir kavramdır. İklim değişikliğine uyum riskini ve sorumluluğunu devletten bireylerin omuzlarına yükler. Ayrıca mevcut adaletsizlikleri arttırır. Böylece kavram statükonun devamına yol açar ve sosyo-ekonomik ve çevresel sorunların yapısal nedenlerini görmezlikten gelir. Bu makale dayanıklılık kavramının çevresel sorunları çözmek için sınırlı bir kavram olduğunu ve bu sorunların dayanıklılık kavramından daha kapsayıcı ve adil bir sosyo-ekolojik mercek olan çevresel adalet kavramı ile ele alınıp çözülmesi gerektiğini savlamaktadır. Makalede Hindistan’daki iklim göçü örneği irdelenerek neden dayanıklılık kavramı yerine çevresel adalet kavramının kullanılmasının gerektiği tartışılmaktadır.
Framing of Migrants and Migration by the Media and Political Parties in the UK and France: A Comparative Analysis

This study investigates the extent to which media framing of migration and migrants overlaps with political discourse framing in the United Kingdom (UK) and France. By analyzing the media representations and political statements from both countries, the research aims to explore the shared narratives, strategies, and framing techniques used by both the media and political actors when discussing migration. The UK and France were chosen for this comparative study due to their distinct political landscapes and the media environments. The study reveals that both the media and political discourse often frame migration through similar lenses of security, identity, and economic concerns, but they diverge in their approaches based on ideological positions. Right-leaning media outlets and political figures in both countries tend to frame migration as a threat to national identity, security, and public services, while left-leaning outlets focus more on the humanitarian aspects, advocating for inclusive immigration policies. The research employs a content analysis methodology to examine various media outlets and political statements from each country, demonstrating how media framing not only reflects but also shapes political discourse. The findings provide insights into how the media's portrayal of migration influences public opinion and political decision-making, and how political actors leverage these media narratives to shape policy.

Populism and the use of ‘foreign elite' notion in Turkish politics

Most of the populism literature concentrates on assessing the impact of populism on domestic politics without fully exploring a foreign policy-populism nexus. This paper seeks to address this particular gap through an analysis of the discourses toward the United States adopted by the leaders of the three mainstream parties in Turkey namely the AKP CHP and MHP from 2016-2023. The paper argues that even though all the party leaders engage with populism the specific populist elements they adopt in their discourses while addressing an external actor as part of the foreign elite show some significant variations. © 2025 Elsevier B.V. Reflections of the 2015 and 2022 Migration Crises on the Discourses in the European Parliament

Migration is not an unknown phenomenon for the EU, where 5.3 percent of the population consists of immigrants. However, in 2015 and 2022, migration turn into a pressing issue in both public and political discussions within the EU. Migration crises also occupied particular time in the European Union plenary debates. This thesis examines the reasons of similarities and differences in discursive frames in the European Parliament (EP) debates towards the 2015 and 2022 migration crises. To achieve this goal, first of all, content analysis was conducted on the discursive frames which MEPs spoke at migration-related plenary debates in 2015 and 2022 crises. After analyzing the discourse frames produced in crises, a comparison between the frames was made to reveal the discursive frames that continued or changed throughout the crises. The study results indicate that the discursive frames referred by MEPs in the 2015 and 2022 migration crises were more similar than different. The reasons behind the similarities were the institutional function of the EP and political positions of the party groups in the parliament. Moreover, the reasons behind the differences are geographical differentiation towards migration flows and changes in the party groups. The results of study showed that the EP's discussions on migration crises are formed by MEPs' approach to migration, MEPs can participate in migration discussions and create a political solution for the migration crisis as much as political power that the EP has.
The Impact of the 2022 European Union Migration Crisis on the Migratory Discourses Adopted by the European Parliament

When Russian forces attacked Ukraine on 24 February 2022 masses of people moved towards the borders of the European Union (EU). The unexpected increase in arrivals within a relatively short time span became a significant challenge for the EU to manage turning into a crisis. This paper assesses whether the political alignment of different party groups in the European Parliament (EP) (e.g. left-wing right-wing populist) helps explain the discursive frames they adopt on migration within the context of the 2022 EU migration crisis. Using qualitative content analysis the study identifies the discursive frames employed by members of the parliament in plenary debates. It finds that factors like the EU's legislative procedure institutional structure and the EP's political position contribute to overlapping discourses which also vary based on the country of origin of migrants and the ideological positions of party groups.

Migration has been a heavily debated issue in many of the contemporary societies due to its' remarkable impact on social political and economic spheres both for migrant populations and host communities. However there has been a growing tendency in recent years as to casting a role for migrants and migration through the lenses of security-based concerns rather than its' humanitarian dimension and positive outcomes. Meanwhile this tendency overshadows the contribution of migration to the societies by only spotlighting the side effects and adverse outcomes of migratory flows. © 2023 Elsevier B.V. Türkiye’de Göç Yönetişiminde Uluslararası Göç Örgütü (IOM)’nün Rolü ve Etkisi

Bu makalenin amacı Türkiye’nin göç yönetişim politikaları ve uygulamaları kapsamında Uluslararası Göç Örgütü’nün (International Organization for Migration IOM) hangi nitelikte bir rol üstlendiğini ve nasıl bir etki yarattığını tespit ederek değerlendirmektir. Göç yönetişimi alanında uluslararası kuruluşların üstlendikleri fonksiyonları ele alan akademik literatürden beslenen makalenin teorik alt yapısını uluslararası örgütlerin “kendi varlıklarını meşrulaştırmaları” (self-legitimation) kavramı oluşturmaktadır. Buna göre IOM Türkiye diğer uluslarası örgütler ve yerel aktörlerle oluşturduğu iş birlikleri sayesinde Türkiye’nin göç yönetişiminde oynadığı rolü ve saygınlığını arttırarak kendi varlığına meşruluk sağlamaktadır. IOM’i küresel göç yönetişim sisteminin önemli aktörlerinden biri kabul ederek göç yönetişiminde yarattığı etkiyi spesifik ülke örnekleriyle inceleyen akademik çalışmaların sayısı oldukça sınırlıdır. Mevcut literatürün eksik kalmış bu boyutuna IOM Türkiye örneğine odaklanarak katkı sunmayı amaçlayan makale yöntemsel olarak kalitatif nitelikte olup birincil ve ikincil yazılı kaynakların incelemesine ve analizine dayanmaktadır.
Türkiye'deki ana akım siyasi partilerin söylemlerinde popülizmin kullanımı ve dış düşman algıları

Popülizmin, özellikle son yıllarda, küresel olarak demokrasilerde ve demokratik olmayan yönetimlerde görülmesi daha yaygın hale gelmiştir. Bunun sonucunda, popülizm, Uluslararası İlişkiler ve Siyaset Bilimi alanında çalışmalar yapan araştırmacıların da dikkatini artan şekilde çekmektedir. Popülizmdeki artışa ve akademisyenlerin ilgisine rağmen, popülizm hala tanımlanması güç bir kavram özelliği taşımaktadır. Dahası, popülizmin yabancı elit seçim yöntemi gibi bazı uluslararası yönleri hala yeterince araştırılmamış. Pek çok popülizm tanımında 'halk' ve 'elit' kavramları kullanılmakta, ancak uluslararası aktörlerin elitin parçası olarak değerlendirilmesi süreçlerinde etkili olan faktörlerin niteliğine dair literatürde sistemik analiz gerçekleştiren araştırma pek bulunmamaktadır. Bu tez, araştırmanın gerçekleştrildiği dönemde, Türkiye'deki üç büyük parti olan AKP, CHP ve MHP'yi temsil eden siyasetçilerin söylemlerini analiz ederek popülizmdeki elit kavramının dış politika yönünü daha derinlemesine incelemektedir. İlgili tez çalışması, yabancı aktörler ve Türkiye arasındaki tarihsel ilişkileri anlamak için süreç takibi metodunu kullanmaktadır. Süreç takibine ek olarak, söylem analizi de Türkiye'deki bu üç ana partinin temsilcileri tarafından, yabancı aktörlerin elit olarak nasıl söylem düzeyinde belirlendiğini tespit için kullanılmaktadır. AKP döneminde, ABD ve İsrail gibi bazı dış aktörlerin Türkiye ile olan ilişkilerinde gerginlikler yaşanmıştır. Bu tez, odaklandığı üç büyük partinin temsilcilerinin, dış aktörlere karşı kullandıkları söylemlerindeki popülist öğeleri analiz ederek onların nasıl yabancı aktörleri halka zarar vermek isteyen elitler olarak söylemsel çerçeveye yerleştirdiklerini tespit etmiştir. Buna ek olarak, muhalefet partilerinin, popülist söylemleri hem hükümete hem de dış aktörlere karşı eleştirilerinde kullanabildikleri görülmüştür. Popülist partinin ideolojisi ve yerel siyasetteki yeri de partinin dış elite yaklaşımını etkilemektedir. Son olarak, bu tez çalışması, ulusların arasındaki tarihsel anlaşmazlıkların ve ikili ilişkilerdeki kilit olayların da popülist söylemlerde dış aktörlerin düşmanlaştırılmasında kullanılabildiğini ortaya koymuştur.
