Abstract

Uluslararası ilişkiler literatüründe egemen devletler arasındauzlaşma istikrarlı barış ve yakınlaşma içiçe geçmiş kavramlardır.Aynı şekilde diplomatik anlamda başlayan yakınlaşmanınkalıcı bir barışa dönüşmesi ile ulusların aralarındaki çatışmalarısonlandırdıkları kabul gören diğer bir görüştür. Bununlabirlikte çatışma çözümleme disiplininde kökü derinlerdeçatışmalar özel olarak ele alınmaktadır ve diplomatikyakınlaşmanın çok ötesinde karşılıklı olarak toplumsalanlamda bilişsel ve duygusal değişimleri gerektirdiklerinin altıçizilmektedir. Diğer deyişle bu tür çatışmalara yönelik uzlaşmasüreçleri alışıldık diplomatik tavırlardan farklı olarak karşılıklıtoplumsal sahiplenmeyi empatiyi gerektirmektedirler. Dahada önemlisi uzlaşma görülebilir bir süreçtir. Bu çalışma uzlaşmasürecinin egemen devletler arasında diplomatik yakınlaşmave istikrarlı barışın hangi aşamasında çatışma çözümlemeliteratüründe öngörüldüğü biçimiyle ve hangi şartlar altındayürütülebileceğini tartışmaktadır.
