Ulaştırma sektöründe kamu işletmelerinin rekabet gücü analizi / Competitiveness analysis of public enterprises in transportation sector

Abstract

Küreselleşme sürecinin getirdiği gelişmeler, ülkelerin değişen yaşam koşullarına ayak uydurabilme çabalarına neden olarak rekabetçi piyasa ortamının oluşmasını sağlamıştır. Günümüzde bu rekabet yarışı, özellikle bilgi ve iletişim teknolojilerinde meydana gelen yeniliklerle işletmeleri daha hızlı ve doğru kararlar alarak dinamik ekonomi yapısı içerisinde etkin rol oynamalarına yönlendirmektedir. Bu etkinliğin artırılmasında Ar-Ge faaliyetleri, gelişmiş teknoloji ürünleri kullanımı ve inovatif düşünce yaklaşımları ile stratejik planlama sayesinde üstün rekabet gücü elde etmek ön plana çıkmaktadır. İşletmelerin rekabet güçleri değişen pazar koşullarına hızlı bir şekilde adapte olma, teknolojik değişim ve inovasyonla güçlendirilmiş altyapılara sahip olma, doğru yatırımlar yaparak ürün ya da hizmetlerin etkin bir biçimde dağıtımının sağlanmasına bağlıdır. İşletme, endüstri ve ülke ölçeğinde değerlendirilebilen rekabet gücü, ülkelerin sürdürülebilir bir büyüme gerçekleştirebilmesinde önemli rol oynamaktadır. Bu çalışmada kamu işletmelerinin rekabet gücünün ulaştırma sektöründe bir kümelenme örneğiyle ele alınması amaçlanmıştır. Ayrıca dünyada özel sektör ve kamu sektörü öncülüğünde gerçekleştirilmiş kümelenme örnekleri değerlendirilerek bunların Türkiye'de TCDD örneğine uyarlanabilme durumu incelenmiştir. Developments formed by globalization process, has led to the formation of competitive market environment due to the adaptation efforts of countries to changing life conditions. Today, this competition among businesses has forced the firms to play an active role by taking rapid and precise decisions with innovations, especially in Information and Communication Technologies (ITC) in a dynamic economy. Achieving superior competitiveness to promote the effectiveness of firms has come to the force via research and development activities, the use of advanced technology and innovative approaches with strategic planning. The competitiveness of firms depends on adapting to changes of market conditions quickly, having infrastructure enhanced with technological change and innovation, providing effective distribution of a product or service by making the accurate investments. Competitiveness which can be evaluated at firm, industry and country levels has an important role in achieving a sustainable growth of the countries. In this study, the competitiveness of public enterprises in transportation sector is intended to be handled by a clustering sample. Also, clustering samples which have performed by both private sector and public sector leadership in the world has interpreted and adaptation of them for Turkish State Railways - TCDD in Turkey were examined.
