Tarımsal tedarik zincirlerinde risk analizi / Risk analysis of agricultural supply chains

Abstract

Bu çalışmanın amacı; dünya ekonomisinin temel bir parçası olan tarım sektörünün, tedarik zinciri faaliyetleri sırasında karşı karşıya kaldığı ve yönetimin etkinliğini zayıflatan özellikleri ile birlikte sektörel risk faktörlerini analiz eden bir model sunmaktır. Üretim girdilerinin temini ile başlayan süreçte, pazar ihtiyaçlarını karşılamak için üretilen tarımsal ürünlerin teslim edilmesine kadar olan tüm tedarik zinciri ağı göz önüne alındığında zincir boyunca kontrol edilebilen ve kontrol edilemeyen çeşitli risk faktörleri söz konusudur. Bu kapsamda; bir organizasyon içinde tarım şirketleri için iş kesintisi ve kayba neden olabilecek risklerin, sıklığı, sonuçlarının etkisi ve ciddiyeti incelenerek kabul edilebilir bir düzeye indirgenmesi için "risk matrisi" yöntemi ile analiz edilmiştir. Çalışma kapsamında, bugünün zorlukları ile tedarik zincirlerini yönetmek ve gelecekteki fırsatları değerlendirmek için nihai ürünün elde edilmesi dahil olmak üzere müşteriye ulaşıncaya kadar olan tüm süreç boyunca çeşitli riskler ve etkileri tespit edilmiştir. Bu risk faktörleri; üretim, operasyon, tedarik, politik ve stratejik olmak üzere beş kategori altında incelenmiştir. Yapılan analizin sonucunda ürün kalitesi, iklim ile ilgili değişkenlik ve dış pazarda rekabet etmeyi sınırlandıran ya da engellemeye neden olan ticari kısıtlamaların tarımsal tedarik zinciri yönetiminde kritik önem taşıdığı sonucuna varılmıştır. The purpose of the this study is to provide a model that analyzes the risk factors encountered by the agriculture industry, which is an essential part of the global economy, during supply chain activities, along with their properties that reduce the effectiveness of management. In the process that begins with the supply of production inputs and ends with the delivery of agricultural products produced for satisfying the demand of the markets, there are various risk factors, which can be controlled and cannot be controlled. Within this scope, the risks in an organization, which may lead to downtime and losses for agriculture companies, were analyzed using "risk matrix" method in order to examine their frequency, effects of their consequences and their severity, and to reduce them to an acceptable level. Within the scope of the study, various risks and their impacts throughout the whole supply chain until delivery to the customer, including the obtainment of the end product were identified for the purpose of managing the supply chains with today's challenges and making use of future opportunities. These risk factors were analyzed under five categories; namely production, operations, supply, politic and strategic. In addition, the strategies for measures to be taken to reduce each risk were determined. At the end of the analysis, it was concluded that, product quality, climatic instability and commercial restrictions that limit or cause inhibition of competition in the foreign markets had critical importance in agricultural supply chain management.
