    Immigration has been one of the most controversial issues both before and after the United Kingdom's referendum on whether or not to leave the European Union also known as Brexit. However the function of the discourse on immigration during the referendum process shows that immigration is not limited to the problem of refugees. Debates on immigration include the status of immigrants already living in the UK the status of other EU citizens working in the UK the post-Brexit situation of British citizens living in other EU countries and the threat of increasing xenophobia. This study analyses the contexts and ways in which the immigration issue was used during the referendum process by examining these debates before and after the referendum. © 2018 Elsevier B.V.     What to Consider While Researching Young Refugees and Migrants: Takeaways from a Field Research in Turkey

    The youth perspective still has not been sufficiently included in the relevant research processes although research on young refugees becomes even more important to analyze this group's situation and needs produce policies and meet their needs. Conducting research on young refugees as a subject at the intersection of youth research and migration research requires a series of sensitivities regarding methods approaches and other components of the research processes. In this study the research process major takeaways and prominent insights concerning doing research about young refugees will be shared based on the experience of a field study which was completed in 2019 in Turkey. In addition to the methodological and ethical discussions the study also aims to share the elements that are recommended to consider while integrating young refugees into the processes and the inferences obtained from the experience within the scope of the field research. © 2022 Elsevier B.V.     Mültecilerin yerel entegrasyonunda Türkiye'deki devlet dışı aktörlerin rolü: Mersin'deki Suriyeli mülteciler örneği

    2011'de başlayan Suriye İç Savaşı, dünya tarihinin en sarsıcı insanlık trajedilerinden birine sebep oldu. Yaklaşık 11 milyon mülteci evini terk etmek zorunda kalırken, 13.5 milyon kişi devam savaş koşulları altında halen insani yardıma ihtiyaç duymaktadır. Savaşın artan şiddeti nedeniyle kaçmakta olan Suriyeli mültecilerin akınları sırasında, pek çok mülteci ağırlıklı olarak Lübnan, Ürdün ve Türkiye gibi komşu ülkelere göç etmek zorunda kaldı. Açık kapı politikası uygulayan ve 3 milyondan fazla Suriyeli mülteciyi kabul eden Türkiye, ulus-devlet sınırları içerisinde kabul ettiği Suriyeli mültecilerin sayısı bağlamında lider ülke konumuna geldi. Suriyeli mülteciler ağırlıklı olarak şehir merkezlerinde ve çeperlerinde yaşarken, geriye kalan az sayıda mülteci kamplarda yaşamaktadır. Yadsınamayan gerçeklikler olarak; Suriye'de uzayan savaş ve Suriyeli mültecilerin ev sahibi ülkelerdeki kalıcılık durumları, yerel topluluklarda Suriyeli mültecilerin gelecekleri konusunda tartışmaları başlattı. Suriyelilerin Türkiye'de uzun dönemli kalıcı olmaları nedeniyle, Suriyeli mültecilerin uyum ve entegrasyonu, toplum ve politika yapıcı çevreler tarafından değerlendirilen önemli konulardan biri haline geldi. Bu çalışmada, göç yönetimi ve devlet-devlet dışı aktörlerin alandaki uygulamalarının kesiştiği noktalar bağlamında, mültecilerin yerel entegrasyonu ve devlet dışı aktörlerin entegrasyondaki rolleri kuramsal ve kavramsal tartışmalar içerisinde ele alınıyor. Özellikle, göç konusuna sunulan çözümlerden bir tanesi olan yerel entegrasyon, Suriyelilerin en çok yaşadıkları şehirler arasında ilk ona giren Mersin örneği ile inceleniyor. Çalışmanın yöntem bölümünde yarı yapılandırılmış görüşmeler, Suriyeli mültecilerin yerel entegrasyonunda yer alan devlet dışı aktörlerin oynadıkları rol hakkında fikir edinme amacıyla, 20 farklı devlet dışı aktöre uygulanmak üzere kurgulandı. Görüşmelerden elde edilen veri, niceliksel ve niteliksel yöntemler ile yorumlandı. Bu yöntemler ile, görüşülen devlet dışı aktörlerin profilleri hakkında bilgiler ortaya çıkartılırken, entegrasyon sürecine katılımları ve katkıları da değerlendirildi. Alan çalışmasının sonuçları araştırmacıya şunu gösterdi: kurumsal kapasite yetersizliği ve yüksek rakamlara ulaşan mülteci sayısı nedeniyle beklentileri tam anlamıyla karşılayamayan devlet politikaları ve uygulamalarına ek olarak, Mersin'de görüşülen devlet dışı aktörlerin pek çoğu entegrasyona yönelik aktivite ve stratejileriyle tamamlayıcı nitelikte bir rol oynamaktadır. Ayrıca, devlet ve devlet dışı aktörlerin arasında bir işbirliği sinyali görünüyor olsa da, aktörler arasında bir üst seviyeye taşınacak iletişimin, Suriyeli mültecilerin entegrasyonuna katkı yapacağı düşünülmektedir. Son olarak bu çalışma, aynı konu bağlamında Türkiye'nin diğer şehirlerindeki devlet dışı aktörlerin inceleneceği ileriye dönük araştırmalar için bir fırsat penceresi olarak düşünülmektedir.

    This study aims at discussing the vulnerability of the Global Refugee Protection Regime (GRPR) during crises by applying the ‘international society’ concept within the English School of International Relations theory to the COVID-19 pandemic. We analyze the efficiency of the international society institutions on GRPR through the policies and practices of states as well as organizations such as the United Nations European Union and Council of Europe. The GRPR has been selected because the ‘vulnerability’ of this regime has become a matter of academic and political debate as much as the vulnerability of those persons in need of international protection specifically during times of crisis. Our analysis reveals that GRPR-centric practices and policies by the institutions of international society during the first four months after the breakout of COVID-19 suggest a greater vulnerability of the regime. © 2022 Elsevier B.V.     Discussing the Populist Features of Anti-refugee Discourses on Social Media: An Anti-Syrian Hashtag in Turkish Twitter

    This article discusses whether it is possible to frame anti-refugee discourse on social media as a form of populism by analysing the case study of the hashtag #ulkemdesuriyeliistemiyorum (#IdontwantSyriansinmycountry) which emerged on Twitter in Turkey in 2016. Both network analysis and discourse analysis are used in order to delineate the characteristics of the tropes associated with the hashtag to identify the existence of populist elements as well as to scrutinize the linkage of the hashtag with the broader political context. The study shows that some elements of a populist discourse clearly exist (simple and popular discourse anti-foreigner) while some others are missing (the existence of a leader). Most importantly the discussion of the other elements (dichotomous views othering and anti-elite) highlight the need to better conceptualize and contextualize these features to understand the connection between anti-elite (populism) and anti-foreigner discourses (nativism) the impact of tagged tropes such as a hashtag that can poke holes in echo chambers and the distinction between the concepts of anti-elitism and anti-establishment (especially in specific political contexts such as Turkey).

    Migration has been a heavily debated issue in many of the contemporary societies due to its' remarkable impact on social political and economic spheres both for migrant populations and host communities. However there has been a growing tendency in recent years as to casting a role for migrants and migration through the lenses of security-based concerns rather than its' humanitarian dimension and positive outcomes. Meanwhile this tendency overshadows the contribution of migration to the societies by only spotlighting the side effects and adverse outcomes of migratory flows. © 2023 Elsevier B.V.     Can the Youth Bulge Pose a Challenge for Turkey? A Comparative Analysis Based on MENA Region-Driven Factors

    One common characteristic of Middle East and North Africa (MENA) countries that have experienced internal conflicts in recent decades is their large youth cohorts known as the youth bulge. As Turkey also has a youthful population it raises the question of whether this will represent a threat rather than an opportunity for the society. This study investigates this question by identifying the major factors that can transform a youth bulge into a threat and analyses them comparatively for the specific case of Turkish youth. A novel set of factors is proposed that can be also used by further studies. The discussion related to these factors is organized under four major situations namely (a) economic situation (b) educational situation (c) political situation and (d) cultural situation. The study concludes that while Turkey differs from most of the MENA region countries in terms of these structural factors it tends to lag behind the average international standards which leave young people in Turkey in a limbo between becoming an opportunity for the future of society or a challenge. © 2019 Elsevier B.V.     The role of non-state actors (NSAs) regarding Syrian refugees in Mersin Turkey

    After the outbreak of the civil war in Syria Turkey undertook a prominent role by becoming the leading host country for Syrian refugees. The volume of the flow and the urgency of the refugees' situation have necessitated the involvement of several actors apart from the state. This study reveals and discusses the role of non-state actors in managing refugees through a field study on Syrians in the Turkish city of Mersin. The role of non-state actors in this process is analysed by discussing and presenting (i) their profiles (ii) the major types of activities and services that they provide for refugees and, (iii) their contribution to integrating Syrians in Turkey. © 2019 Elsevier B.V.
